Each club will list at least two players on the pending roster who are expected to sign contracts for next season. Players with an annual salary of 2 million yen or more are not eligible, but only one player can list players with an annual salary of 5000 million yen or more and less than 1 million yen, and in that case, a new rule has been established that three or more players must be added to the list of players with an annual salary of less than 5000 million yen.

The
players on the list will be shown to other clubs through NPB = Japan Baseball Organization in advance, and on the day of the event, each club will inform the chairman of the current draft meeting of the players they wish to acquire based on the list. The team to which the player with the most nominations from other teams belongs can be nominated first. Then, the team that nominated the player has the right to nominate the next player, and in principle, this process is repeated.

There is no bidding format like the rookie draft meeting, so there is no competition for designated players. The second round will be played only by the team of your choice, and will proceed in the reverse order of the first round. Every team has a system in which there is always one player and one player in the team.

Last year, when the tournament was held for the first time, only the first round was played, not the second round, and only 1 players were transferred under this system.

Foreign players, players with multi-year contracts, players with FA = free agent rights, players who have exercised in the past, and development players are not eligible for the list.
