DGT How to achieve historical cataloging
The municipalities will allow the circulation of historic vehicles (
that is, with at least
30 years old since their manufacture or registration)
in the
low emission zones
(
ZBE
) that will be mandatory before
2023
in all
cities with more than 50,000 inhabitants
.
The exception is contemplated in a new regulation on historical vehicles prepared by the
DGT
and that would come into force on January 2 of next year if it is approved before by the Council of Ministers.
The permit, however, would only be for those owners who make "
occasional use
and not as a daily means of transportation" of their
historic vehicles
and seek to favor the conservation of the cultural and industrial automotive heritage.
According to a study by the Spanish Federation of Historic Vehicles
(FEVA), 61% of historic vehicles circulate less than 20 days a year,
travel short distances and use little fuel, and their owners avoid places and times of heavy traffic.

In addition, the Traffic project will distinguish
historic vehicles
in Group A (Spanish registration, more than 30 years old and ITV in force) and Group B (the rest).
And for the first time, it
includes mopeds and motorcycles in the catalog of historic vehicles
with measures such as greater simplicity to legalize mopeds included in Group B or the exemption from the
ITV
(Technical Inspection of Vehicles) for historic mopeds regardless of its seniority or date of registration.
With this, the
DGT
intends to
"recover the greatest number of these unique vehicles"
given the difficulty of legalizing mopeds and motorcycles that were not registered at the time or that do not have their original license plates.
The future regulations would allow vehicles manufactured or registered for the first time before January 1, 1950 not to have to pass the periodic ITV, while this exemption is total for mopeds.
However, in both cases their owners could do so voluntarily.
For the rest of the cases, the frequency of undergoing the
ITV
is as follows: every two years for vehicles between 30 and 40 years old, every three years for those between 40 and 45 years old and every four years for those over 45 years old and motorcycles.
Simplify procedures
On the other hand, the current procedure to recognize a historic vehicle consists of three phases:
cataloging
by the CCAA Industry services, after presentation in an
authorized laboratory
that has to issue a report;
inspection by an
ITV station and historical registration
.
This applies indistinctly to all historic vehicles, whether they are in circulation or have been imported from another country for the purpose of being registered as historic, which, according to the DGT, "does not seem justified."
To review this procedure,
an "abbreviated" procedure is proposed
by means of a responsible declaration to which
vehicles registered in Spain for at least 30 years
can benefit , are in circulation and with their
ITV in force
, and another procedure to which vehicles must submit that do not meet these requirements, which will be somewhat more complex and eliminates the cataloging phase.

With all these measures, the
DGT
wants to favor the business and economic sector of professionals or vehicle restoration companies.
According to the FEVA,
Europe has registered 1.5 million historic vehicles with an estimated economic activity of around 16,000 million euros per year,
since there are more than
9,000 companies
linked to the sector, 67% of which have more than than 10 years dedicated to the collection vehicle, and among which 44% say they have difficulties finding qualified personnel.
"These data reflect the important benefits that the regulatory change would produce for young people with specific training in vehicle restoration, as well as the
reactivation of trades such as sheet metal, cabinetmaker or upholsterer,"
says the draft royal decree.
