Health will publish in the next few hours or days, always before Monday, a ministerial order authorizing the opening of dealerships and ITVs in those territories that are already in Phase 1 of the de-escalation or are authorized to jump into it. As the standard was written, most of these businesses should still remain closed, as they exceed an area of ​​more than 400 square meters. As an exception, they should not meet that condition now. Once they are working, you will no longer have to attend by appointment, although respecting a maximum capacity of 30% and the established hygiene and safety conditions.

As ELMUNDO has learned, the sector expected that this measure would be announced yesterday during the meeting held by the employers with the ministers Ribera and Maroto. And in fact, it was even put on the table, although the green light has not given until today. In other European countries, for example, dealerships have been allowed to open at the same time as retail.

For their return to business, the dealers have invested nearly 11 million euros in adapting facilities, protecting and training their staff. In addition, they have created a certified seal that they are free from Covid-19. But to have remained two more weeks unemployed (as long as the review of each phase of the de-escalation is maintained within that period) would have aggravated an already dramatic situation.

Madrid and Barcelona, ​​almost 50% of the market

According to the federation of Faconuato dealers, of its more than 160,000 employees, about 150,000 are in ERTE and those who are not, it was because they have been providing emergency services (about 150,000 in the period). Likewise, the centers accumulate about 200,000 new cars in unsold stock, plus many others used. As a consequence of a market that has disappeared and that in all of April, it only managed to register 4,163 vehicles.

However, negotiations are continuing with the Administration to also allow stores to be opened in those territories that must remain in Phase 0. In this situation, the province of Barcelona, ​​some areas of Malaga and Madrid will not be guaranteed to jump. If this second exception were not approved, it would be like putting the lock on almost half of the Spanish market. For example, in 2019, only in Madrid 36.8% of all passenger cars and new cars in Spain were sold. Barcelona added another 10.6% and Malaga, 2.5% more.

ITV: cars with different terms

In the case of ITVs, the start of activities will come accompanied by a special calendar for the coming weeks. Apart from the fact that the DGT has already clarified that all vehicles that have expired in the period during the alarm state, they would have 30 extra days to pass the test once the alarm state expired, in the same way as for the license driving is 60 days. And the state of alarm, in fact, will remain until at least the next 24th, regardless of the phase of de-escalation.

In any case, the idea is that the first vehicles that must pass the ITV are those that have expired for the longest time. And more weeks of extension are given as the expiration date approaches the end of the state of alarm. But it is not yet known whether preference will be given to professional or essential service vehicles, from a car that serves as a taxi to a truck.

This measure would respond, in some way, to the request made by the sector. Weeks ago, AECA-ITV warned that at this point there could be more than three million vehicles pending inspection, when 1.8 million tests are passed in a normal month. If this exchange had to be released, ITVs could collapse with the risk that this would entail of new infections. Therefore, they demanded that an extension of the deadlines be approved until September 30.

In the same proposal, other issues were also addressed such as the extension of the hours (something that the CCAA will decide) and changes in the testing protocol that, in some cases, will require more collaboration from the driver in order to minimize the risk of contagions with the ITV operator.
