• The plan of football: daily tests and Champions League final on August 29

The Secretary of State for Sport, Irene Lozano, managed to start two commitments to Luis Rubiales and Javier Tebas, in addition to designing a protocol to return to training, when permitted by the Ministry of Health, during the meeting of more than eight hours held Saturday at Madrid's Palacio de Viana. One is to create a contingency fund of 10 million euros, from television rights, to help the federated sport most hit by the pandemic. Another is to create a code of good conduct for football, applicable to managers.

Actually, these are two initiatives that go beyond the reason for the meeting, which was to find an agreement for the return to competition of the professional categories, First and Second, and on which Rubiales, president of the Federation , and Thebes, maximum leader of the League, had shown different opinions, in one more episode of the war maintained by the soccer barons.

Lozano agreed with both on a protocol so that the teams can return to training, although everything depends on the authorizations of the Ministry of Health. The clubs plan to be able to do so as of May 10, when the next period of the new state of alarm ends pending its approval in the Congress of Deputies.

A less hostile future

The return of LaLiga is key to the sustainability of football as a whole for the television rights pending collection, approximately one third. But they also revert to a lesser extent both in the Federation (1%), other sports, through the CSD (1%) and AFE. It is necessary to save these games, to which a fund of 10 million euros will be added in case it is necessary to use it to help other sports.

As for the code of good conduct in football, it is a more thorny and capital issue, which if carried out successfully could be the embryo of a future with less hostility in football. Rubiales and Tebas should be the first to comply, although the former has been more aggressive in his statements lately.

Lastly, Lozano, who in the past was Secretary of State for Global Spain, former Brand Spain, also managed to get the League and Federation to agree to work together for the international dimension of our sport.
