The IFAP Council paved the way for major new amendments to the law of the game by taking several decisions, the most important of which was the experiment of a fourth switch, the amendment of infiltration, in addition to taking more stringent measures to reduce attacks on referees or player clashes.
The FIFA Council is responsible for making any amendments to the Football Law, which always makes decisions in March and is implemented in matches through the FIFA, starting in July with the start of the new season in most countries of the world.
The former Arsenal coach Arsene Wenger, who is currently director of the FIFA Development Department, had announced several weeks ago his intention to change the infiltration law, so that a clause that the player "infiltrates a part of his body" to become the criterion of falling in the infiltration of the whole body, in order to reduce the ongoing controversy. About targets that are canceled due to infiltration on the foot, face, or any part, except for the arms, as they do not go into infiltration.
In the presence of FIFA Referees Committee President Luigi Collina, IFAP decided to review Article 11 of the Football Law for Infiltration, in preparation for amending it as Wenger wants, as the attackers' priority in infiltration cases will reduce controversy, increase the percentage of goals in matches, and facilitate the task of referees who were Required to control the infiltration of part of the attacker's body.

The International Federation Council also seeks to define more controversial hand touches in Article 12 (errors and misconduct) as the player will not be penalized for touching the ball in the upper part (half of the humerus) as it is part of the shoulder, to make the distinction clearer between the arm and shoulder.
Evap intends to introduce a new amendment to the number of replacements, where the player who has a strong head injury is replaced, which are cases where a concussion is suspected, and this switch is not counted among the three substitutions of the team, due to the severity of the head injuries on the players ’lives, and an experiment may be experienced This amendment is in the upcoming men's and women's soccer competition (Tokyo 2020).
IFAP seeks to limit the incidents of attacks on referees and clashes that take place between players and technical bodies, by studying and tightening the current procedures, as it deters players and coaches from not making this serious mistake.
Despite the great controversy and objections to the performance of the Video Assistant Governance (Var) technology, the IFRC did not address any major changes to it.
IFAP has introduced many amendments to the football law in the past four years, reaching nearly a hundred, including only 11 last year.
