“All the evidence obtained by the investigation indicates the intentional introduction by Rodchenkov and unidentified persons of changes to the electronic database in order to distort the parameters and indicators of doping samples of Russian athletes,” the official representative of the department Svetlana Petrenko said.

As noted, the facts of the remote visit by the previous leadership of the Anti-Doping Center in 2015–2016 were confirmed. LIMS electronic database, which contains information on the results of the study of doping samples from IP addresses registered and located in the United States and Germany.

A protocol of visits indicating dates, times and durations of work at LIMS was presented to WADA in January.

They added to the UK that foreign partners are shying away from providing the opportunity for the Russian side to conduct expert reviews of the version of the LIMS electronic database that Rodchenkov introduced. They also refuse to interrogate him in a criminal case, including through video conferencing.

On December 9, the WADA executive committee suspended Russia from international competitions for four years, and also forbade it from holding international tournaments. In addition, the participation of Russian athletes in competitions only in neutral status was recommended.

This is due to the identification of intentional changes in the data of the Moscow laboratory, the transfer of which in its original form was one of the key conditions for restoring RUSADA compliance status with the World Anti-Doping Code.

The head of the State Duma committee on physical education, sports, tourism and youth affairs Mikhail Degtyarev expressed confidence that Rodchenkov was implicated in changes to her database.
