"We are going to set up a fuel allowance for modest French people who need their car to go to work, so it's 100 euros for about half of the households, it represents a discount of around 10 cents per litre" at the pump for someone who travels 12,000 kilometers a year, like the average French person, said Prime Minister Elisabeth Borne on RTL.

This is aid paid in one go, for 2023, which will concern half of households, i.e. those located in "the first five deciles" of income.

A modest couple who works and owns two cars will be able to benefit from two grants, i.e. 200 euros.

This aid applies to any type of vehicle, including two-wheelers.

-Sworn statement-

The French people concerned will have to go to the impots.gouv.fr site, enter their tax number and their license plate, fill out a "sworn statement" indicating that they need their car to go to work, in order to receive these 100 euros in their bank account.

As for the unemployed person who "needs to move to look for a job", he will be able to request aid from Pôle emploi, said the Prime Minister.

"We are maintaining a device to protect modest French people who need their car to go to work by tightening this device", summed up Elisabeth Borne.

This device will have an envelope of around 1 billion euros, according to Elisabeth Borne.

The general rebate on fuel taxation, which expires on December 31, will have already cost the State 8 billion euros, or "the equivalent of the budget of the Ministry of Justice", indicated the Minister of Accounts at the end of November. public Gabriel Attal.

The government is also counting on employers to support employees with the doubling of the transport premium from 200 to 400 euros, we specify at Matignon.

oil addiction

The state had extended its discount of 30 cents per liter at the pump until mid-November before going to 10 cents until the end of the year.

The government wanted to replace this discount with more targeted measures in favor of "big riders", but ultimately the criterion of the number of kilometers traveled was not retained.

This new assistance is based on income and vehicle use.

The leader of the Republican deputies, Olivier Marleix, estimated on Europe 1 that this aid was "less effective" than the rebate at the pump and that it was "just (of) the restitution to the French of their taxation".

It is "a welcome announcement" for Olivier Faure, First Secretary of the PS, but this aid "does not concern all French people" such as the unemployed or retirees and "we could have done very differently" by taxing, for example, superprofits.

According to Pierre Leflaive, of the Climate Action Network, this targeted measure is "progress" compared to the rebate which generally supported oil.

"But in parallel with these emergency measures, we must accelerate investment in public transport infrastructure or bicycles, which make it possible to get out of dependence on fossil fuels", underlined Mr. Leflaive to AFP.
