In the appeal, the legislator noted that, in accordance with the Family Code of Russia, adoption is a priority form of placement for children left without parental care.

At the same time, objectively, orphanages and potential adoptive parents often do not have information about his biological parents and possible hidden hereditary diseases.

At the same time, today there is no system of mandatory genetic tests for orphans, which could show mutations of certain genes, reveal a high risk of a serious disease with a debut in childhood or adolescence, the parliamentarian noted.

“In this regard, I ask you to consider the possibility of introducing mandatory genetic tests and creating genetic passports for orphans subject to adoption (adoption),” the text of the appeal says.

Earlier in Russia, it was proposed to give orphans the right to inherit the property of a guardian.
