This is stated in the memorandum that Biden sent to US Secretary of State Anthony Blinken.

"Under the authority vested in me as President by the constitution and laws of the United States, I hereby delegate to the Secretary of State the authority to direct up to $600 million... in aid to Ukraine," the statement said.

The content of the new military aid package has not been disclosed.

Earlier it was reported that the Ukrainian authorities are requesting additional weapons from the United States, including long-range missile systems.

As specified, the requirements of Ukraine include, among other things, tactical ballistic missiles ATACMS with a range of about 300 km. 

In total, as noted, Kyiv requested from the United States 29 types of weapons and shells, including tanks, UAVs and 2,000 missiles for HIMARS.

The Russian ambassador to the United States, Anatoly Antonov, commenting on the situation, said that the possible supply of American ATACMS ballistic missiles to Kyiv is fraught with drawing Washington into a conflict with Russia.
