“The armed formations of Ukraine continue to openly and everywhere use healthcare and cultural institutions, residential buildings, churches, kindergartens and schools, and other civilian facilities to shelter combat units and deploy weapons,” he said.
He stressed that the evacuation of civilians from the listed facilities is not carried out, and people are being held as a "human shield".
Earlier, Mizintsev also said that the nationalists placed firing positions on the roofs of high-rise buildings in Bakhmut.
