“At the moment, the Cabinet of Ministers is not preparing any concrete plans to help rebuild a Ukrainian town or village... Ukraine has not yet been able to determine the needs for reconstruction itself,” the text of the official statement says.

The Cabinet recalled the speech of the President of Ukraine Volodymyr Zelensky on March 31, during which he called on the Netherlands to take patronage over any city affected by the conflict and support its reconstruction.

Earlier, the head of European diplomacy, Joser Borrell, supported the use of Russia's frozen reserves to restore Ukraine.

The Russian Foreign Ministry called such a decision complete lawlessness, which would destroy the foundations of international relations and undermine confidence in Europe and the West in general.
