On September 14, local time, Chen Xu, the Permanent Representative of China to the United Nations Office in Geneva and other international organizations in Switzerland, delivered a joint speech on behalf of more than 40 countries at the 48th session of the Human Rights Council, calling on all countries to achieve lasting peace and promote and protect human rights.

  Chen Xu said that peace and security are the basic prerequisites for the promotion and protection of human rights.

Without peace and security, all human rights, including the right to development, cannot be realized.

Wars, conflicts and regional turmoil are the main causes of large-scale violations of human rights.

At present, international peace and security are facing unprecedented and serious challenges. Traditional and non-traditional security challenges are intertwined. There is still a long way to go to achieve universal security, which has a serious impact on the universal enjoyment of human rights.

  Chen Xu said that in order to achieve lasting peace and promote and protect human rights, all countries should abide by the purposes and principles of the Charter of the United Nations, establish a common, comprehensive, cooperative, and sustainable security concept, and jointly build a community with a shared future for mankind.

The first is to practice true multilateralism, firmly safeguard the international system with the United Nations as the core, firmly safeguard the international order based on international law, respect the sovereignty and territorial integrity of countries, refrain from imposing one's will on others, and promote mutual respect. A new type of international relations featuring fairness, justice, and win-win cooperation.

  Second, we must persist in resolving differences through dialogue and consultation, and resolve conflicts through political negotiations. We must not resort to force or threat of force at will, let alone armed intervention under the banner of "democracy" and "human rights."

  The third is to persist in promoting sustainable development and to promote peace through development.

It is necessary to effectively implement the 2030 Agenda for Sustainable Development in accordance with the national conditions of all countries, strengthen development cooperation, narrow the gap between the North and the South, so that people of all countries can share development opportunities and achievements, and provide a solid foundation for maintaining peace.

  The fourth is to respect the diversity of civilizations, promote the harmonious coexistence of different civilizations, exchange and learn from each other, learn from each other's strengths, and make common progress, so as to become the bond of maintaining world peace and the driving force for the advancement of human society.

  Fifth, we must coordinate the response to traditional and non-traditional security threats.

Countries should pay more attention to non-traditional security threats such as public health, counter-terrorism, and climate change, and implement comprehensive policies to address both symptoms and root causes to eliminate the root causes of crises.

We call on all countries to join hands to safeguard world peace and security, and work together for everyone to fully enjoy human rights in a world of lasting peace and universal security.
