Minister Sayi was probably consulted, he accepted.

Everything else is just interpretations and speculations which, in my opinion, are irrelevant.

As for the person concerned, Honoré Sayi, he recognizes a "technical
flaw
" but remains unclear on how he was appointed.

I cannot tell you if I have been consulted or not, but I will serve the Republic
", he promises.
