The Legislative Assembly of the Chelyabinsk Region has submitted to the State Duma a bill providing for the compulsory registration of pets.

The document proposes to amend the Federal Law “On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation”.

According to the authors of the initiative, their proposals are aimed at reducing the number of stray animals and strengthening the protection of pets from irresponsible treatment.

“One of the main sources of replenishing the population of stray animals is pets that are lost or abandoned by their owners.

In this regard, it is proposed to amend Article 13 of the federal law, establishing the requirement for compulsory registration and accounting of animals, which will allow the return of lost animals to their owners, and will also act as a deterrent when the animals are left by their owners, ”the explanatory note says.

In addition, it is proposed to give the federal executive authorities the right to determine the rules for keeping pets.

In addition, the initiative aims to change the rules for the treatment of stray animals.

So, now, after the SALT procedure (capture, sterilization, vaccination, return to the place of capture), animals, taking into account the "potential danger" and "in order to minimize" contacts with children, pensioners, patients of medical institutions, are proposed not to return to the territory of socially significant objects.

We are talking about kindergartens, schools, clinics, hospitals and playgrounds.

According to Vladimir Burmatov, Chairman of the State Duma Committee on Ecology and Environmental Protection, the issue of registration of animals is very important, this procedure is necessary and should become a mandatory requirement.

At the same time, the parliamentarian noted that the issue of responsible treatment of animals is regulated by another law, therefore, the initiative of the Legislative Assembly of the Chelyabinsk region may receive a negative opinion from the government.

“I have a positive attitude towards all attempts to solve this important, serious problem, and we welcome all these attempts.

Also on March 29, the Moscow City Duma submitted to the lower house of parliament a bill prohibiting surgical and other operations on animals without medical evidence.

Among other things, we are talking about the onychectomy procedure, when cats are removed the claws along with the nail phalanx of the fingers.

Moscow parliamentarians also advocate a ban on the promotion of veterinary and other procedures for animals for non-medicinal purposes, with the exception of cases provided for by law.

These include measures to prevent the appearance of unwanted offspring in animals;

rendering assistance to animals that are in a state of danger to their lives;

other cases provided for by laws and other regulatory legal acts of the constituent entities of the Russian Federation are stated in the explanatory note.

Also, the authors of the document urge to expand the concept of "cruelty to animals", including cases of causing unbearable pain or harm to his health as a result of the above procedures, and to consolidate the principle of "inadmissibility of cruelty to animals."

It should be noted that after the all-Russian vote on amendments to the Constitution of the Russian Federation, which took place in the summer of 2020, the main law of the country enshrined the rule on "the formation of a responsible attitude towards animals in society."

Russian President Vladimir Putin, in the course of communication with environmentalists and animal rights activists, emphasized the importance of such a norm.

“An extremely demanded and necessary thing is the consolidation in the country's basic law of those norms that will allow us to feel civilized,” Putin said.

In January 2021, the Ministry of Justice of Russia supported the draft of the State Duma Committee on Ecology and Environmental Protection on the introduction of amendments to the Code of Administrative Offenses, which establish responsibility for cruelty to animals and non-compliance with requirements for their maintenance.

As the head of the committee, Vladimir Burmatov, explained to Kommersant, citizens can be fined up to 100 thousand rubles for cruelty towards animals, up to 150 thousand rubles will be a sanction for keeping animals from the list of prohibited.

Circus and zoos will also be punished for improper use and maintenance of animals.
