The Russian Ministry of Internal Affairs has prepared changes to the rules for replacing an expired Russian passport.

Such information is contained in the draft published on the portal of regulatory legal acts.

According to the proposed changes, the document can be used for another 30 days after reaching the age of 20 and 45.

"The passport is invalid after 30 days from the date the citizen reaches the age of 20 and 45, changes in the citizen's surname, first name, patronymic in the prescribed manner, changes in information about the date and place of birth, gender change or from the date of issuing a new passport", - the document says.

Note that in the current legislation, the passport must be changed within 30 days after the birthday.

It is impossible to replace the document in advance or directly on this day.

The explanatory note notes that as soon as a citizen reaches the age of 20 and 45, the passport must be replaced, which in fact means its termination.

“As a result, a citizen is faced with the restriction of his rights.

For example, with the impossibility of registering in the federal state information system "Unified portal of state and municipal services (functions)" in order to apply for the issuance (replacement) of a passport, "the note says.

In addition, it is noted that the need to correct the recognition of a passport as invalid is also associated with the practice of banks refusing to provide services to citizens because their passport is marked invalid on the information resources of the Ministry of Internal Affairs.

“Recognition of a passport as valid for up to 30 days after certain circumstances have occurred will solve this problem and create the necessary conditions for the full participation of a citizen in the public, political and economic life of society,” the authors of the document write.

Along with this draft resolution, it is proposed to place on the last page of the passport blank information for its owner, containing the main provisions related to the issuance and replacement of a passport.

The text notes that the relevant information "will contribute to the simple perception of the necessary information by citizens, which ultimately will improve the comfort of the legal regime for documenting Russian citizens."

The head of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov expressed the opinion that the initiative of the Ministry of Internal Affairs is correct and logical.

In an interview with RT, he gave an example in which a citizen does not have time to change his passport before his birthday while abroad.

“Then, violating the deadline for changing the passport, he is brought to administrative responsibility and pays a fine.

Therefore, I believe that this decision is in the interests of citizens, since there will be an additional opportunity to use the document within a month.

Including to resolve the issue of where, how and when the replacement will be made, ”the parliamentarian said.

He recalled that amid the coronavirus pandemic, a number of documents were automatically extended.

The deputy stated that "nothing terrible" happened because of this.

Prospect of issuing electronic passports

Earlier it became known that in December 2021 Moscow may start issuing and issuing electronic passports.

This follows from the draft presidential decree prepared by the RF Ministry of Finance.

The document itself will be a plastic card with a Russian-made electronic data carrier.

As previously told in the Ministry of Internal Affairs, this medium will contain the data that is in the current paper document (on registration, on marital status, on children).

Basic information about the citizen will be placed on the card itself.

It is assumed that a citizen will be able to install a mobile application that will act as a passport.

At the same time, it follows from the document of the Ministry of Finance that throughout the country the opportunity to issue an electronic passport will appear no later than July 1, 2023.

At the beginning of 2021, the Ministry of Internal Affairs also announced the preparation of an experiment to issue electronic passports, which should start in the IV quarter of 2021.

According to representatives of the Ministry of Internal Affairs, at the first stage, the project will be implemented through the departments of the department, then - through work in the MFC.

In addition, in the same period, it is planned to launch a mobile application for the passport indicating the list of services that will be provided to citizens.
