  Dear compatriots, fellow folks, dear students:

  Hello everyone!

  On March 25, I wrote an open letter to Chinese citizens in the territories (Binary Krai, Sakhalin, Kamchatka Krai, Magadan, Chukotka Autonomous Prefecture), and shared with you some of the responses to the epidemic. Point to consider.

  At present, the domestic anti-epidemic work has achieved important hard-earned results, but the task of "foreign defense import, internal defense rebound" is still very arduous, and the result will directly determine the prospects of China's resumption of production and economic and social development and even the country. Future destiny. For each of our compatriots living abroad, of course, including the staff of our embassy or consulate itself, anti-input is a heavy responsibility that should be undertaken, and now you can use your seemingly small actions. May make important contributions to the country.

  The motherland is always concerned about the health and well-being of overseas Chinese citizens. On April 16, President Xi Jinping said on the phone with President Putin that he thanked the Russian side for its active work for Chinese citizens in Russia and believed that the Russian side would, as always, provide guarantees for the normal work and life of Chinese citizens in Russia.

  Our consulate general will continue to make every effort to maintain close communication and coordination with the Russian side, to the greatest extent possible to protect the health and legal rights and interests of Chinese citizens in the consular district.

  At this moment, I would like to share a few more ideas with you. Some may be repeated from the content of the previous letter, but "important things have to be said three times."

  1. Take the epidemic seriously, but don't panic. The cases of new coronavirus infections in the entire Far East and our consular district are currently increasing and may continue for some time. But in general, it is mainly imported from abroad and Moscow, and there has not been a large-scale community infection. At the same time, the Far East region is sparsely populated and the natural endowment for epidemic prevention is superior; the local government has taken more effective measures and has adequate medical resources. If there is no accident, the epidemic in the territorial area can be prevented and controlled. Everyone should look at the epidemic scientifically and rationally, and pay close attention to the official Russian news as well as the official information published on our website and public account.

  2. Strictly abide by the epidemic prevention regulations, and don't be lucky. The Russian government announced that the isolation period for the entire country will continue until April 30, and further extensions are not ruled out. This is the basic law of Russia's current anti-epidemic work. Everyone must strictly abide by it and must not be taken lightly. Violations of the epidemic prevention regulations not only require large fines, but also leave bad records to become the "case", affecting residence and work in Russia. Some compatriots in Sakhalin have faced deportation due to violation of epidemic prevention regulations.

  3. Practically do personal protection, and don't make big mistakes. Rather than losing to strictness, not losing to looseness. Protecting yourself is both responsible for yourself and others. Professor Zhang Wenhong has repeatedly stressed that people who have worn masks, washed hands frequently, and kept enough social distance have not been infected. For this reason, everyone should try to go out as little as possible and contact people as little as possible. If it is not necessary, do not go to the hospital to see other diseases during the epidemic.

  4. Avoid long-distance travel and reduce the risk of cross infection. According to domestic epidemiological investigations and studies, many of the imported cases that entered the Suifenhe River and were found in Heilongjiang Province were infected on the way. No matter how tight the "arming" is on the way, it is inevitable that one hundred will be sparse. Staying at home is the best protection, and long-distance travel is the greatest risk in a confined space like an airplane and bus. At present, all highway crossings between the Primorsky Krai and China have been closed; the Border Region has imposed 14-day segregation for Chinese citizens coming from other regions; local hotels and guesthouses have long been closed. Long-distance travel to the Primorsky Krai is not only impossible to pass, but also has a great risk of cross-infection, and may also fall into a situation where there is no room and board.

  5. Establish contact with the consulate general as soon as possible to achieve timely communication. The consulate general is comprehensively counting the information and claims of Chinese citizens in the consulate. Relevant notices have been published on the consulate ’s official website and public account, and are widely reposted in different WeChat groups and circles of friends. Please cooperate actively so that the consulate general can provide you with comprehensive, timely, direct and targeted consular protection and assistance.

  In the last letter, I spoke a few words to foreign students alone, and this time I would like to say a few words to Chinese businessmen and workers. The imported cases identified in Heilongjiang Province indicate that Chinese businessmen and migrant workers are easily infected due to the nature of work and the environment in which they work and live. In view of this, I have written a letter specifically to Chinese businessmen and workers ’friends on April 8. Once again, I reiterate the suggestions I said in the letter, especially when safety is not guaranteed, do not rush to resume operations, and know that everything is floating in the face of good health.

  Of course, it must also be emphasized that everyone must unite and help each other in the same boat. When fellows see fellows, do n’t just tear your eyes, but also help out.
