"The questions posed - explained Bonaccini - concern essentially 4 areas.

1. Coordination of the" restarting "phases
National guidelines must be adopted, after agreement with the social partners, which set the general rules for the reopening according to very precise and gradual phases, leaving the Regions autonomy to contemplate the individual regional specificities regarding the aspects relating to geographic data. , economic and social. Define methods (protective devices, tests, apps, etc.) that must be homogeneous throughout the national territory to avoid confusion; to evaluate the obligation of the whole population of dpi, also providing for its diffusion in the large organized distribution, also to keep prices down.

2. Review of the times of the cities
It is necessary to graduate the reopening of the working activities and services of the cities and to reorganize the mobility of the population, providing for the adaptation of local public transport to meet the needs of the reopening. It is necessary to consider - stresses the President of the Conference of the Regions - the need for distancing, DPI (individual protection devices), possible staggering of working hours, different flows; hence the greater economic cost to be faced. Compared to the first phase of reopening, extra-regional mobility must be postponed ".

3. Restarting the country's economic engine
For this purpose, Bonaccini continued - the possibility of reopening, also from April 27: - of construction sites , especially outdoor ones; evaluate a simplified procedure for the immediate recovery of earthquake construction sites through rules capable of distributing investments - of some production chains most exposed to
international competition, to avoid the replacement of these market shares by advantage of foreign competitors. 

"More generally - said Bonaccini to Conte - it is then necessary to overcome the discipline of opening and closing of production activities on the basis of the ateco codes and the authorization regime of the prefectures; it is preferable to provide an organized discipline on the planning of the reopening of some production chains - particularly relevant or more secure - for the territory and / or sector, with the collaboration of Regions and Prefectures and the participation of the representatives of the social partners, of the Healthcare Organizations and of the INAIL.
Instead, homogeneous, agreed and planned procedures will be needed for a next and gradual reopening of the administration exercises to the public (bars and restaurants). Just as there emerges an ever stronger need to plan for the methods and times for the reopening of tourist activities. Finally, it is necessary to provide effective measures to support smart working.

4. Childhood and school
Reopenings must be addressed taking into account child support, verifying solutions for the care of children in consideration of the closure of schools, kindergartens and summer centers. Ability to allow, in compliance with the rules, a gradual recovery of children's sociality. Then - Bonaccini concluded - there is the need to agree specific projects for the reopening of schools with the Ministry of Education, to be defined well in advance of the dates that will be set, to allow for adequate planning of all the necessary related activities " .
