“During a stationary forensic psychiatric examination, it was established that the man who committed the attack on Kapustin suffers from a chronic mental disorder that excludes his sanity. In this regard, the criminal case with the decision to apply medical measures to it was sent to the Prosecutor General of Russia, ”said in a statement published on the agency’s website.

She clarified that on the instructions of the head of the department, Alexander Bastrykin, after the tragedy, additional security measures were taken for employees engaged in personal interaction with citizens.

On October 1, Kapustin was wounded with a knife at a security checkpoint in Technical Lane in Moscow and later died in a hospital.

It was reported that the detained attacker was registered in a neuropsychiatric dispensary and showed inadequate behavior during the initial interrogation.

The attacker was later arrested.
