28 November 2019With the resignation announced today in the Chamber by Paolo Gentiloni, the mechanism will be launched that will lead to the by-elections in the Rome Chamber of Deputies, the one won by the former premier on 4 March 2018 with 42% of the votes passing the center-right candidate Luciano Ciocchetti and that of the 5stars Angiolino Cirulli.

The Rosatellum, which reintroduced the single-member constituencies, states that "when the seat remains vacant" it must be revised. It has already happened in this legislature with the deputy-sailor of the M5s Andrea Mura, who has resigned prematurely from Montecitorio leaving the college of Cagliari then 'conquered' in the vote by Andrea Frailis, candidate of the center-left.

Now it will be the Council for the Chamber elections, in a few days, to formalize Gentiloni's farewell to Parliament. From there, according to the law, the President of the Chamber will have to communicate to the President of the Council and to the Minister of the Interior "so that we may proceed with supplementary elections in the college concerned". The government, therefore, will have 90 days "from the date of the holiday" once it has been formalized to call for an election, which can be held between 45 and 70 days later.

Calendar at the hands of the voters of the Lazio 1 college, about 160 thousand Romans distributed between historic and very central neighborhoods and districts such as Monti, Trevi, Testaccio, Trastevere and Prati, will be called to choose their deputy again in the spring.

In recent weeks there has been much talk of the new center-left candidate. The most popular name is that of Gianni Cuperlo, but also that of the current Economy Minister Roberto Gualtieri. In the totonomies, there were also figures more closely linked to the territory, such as the minisindaca of the I municipio Sabrina Alfonsi.

With the move to Brussels, Gentiloni leaves not only the seat of Montecitorio but also the role of president of the Assembly of the PD. At the last meeting, in Bologna in mid-November, the Parlamentino dem had postponed the change of president pending the formalization of the EU appointment to Gentiloni. Now, it will be essential to find one or, more likely, a substitute. Here too, several hypotheses circulated: the current Deputy Debora Serracchiani, the Justice Manager Roberta Pinotti. But on the margins of the last Assembly there was also talk of an authoritative figure, linked to the democrats, but not currently engaged with positions in the party.
