The UK said that the screaming child heard a passing 16-year-old teenager. He talked about what he saw to another passerby, together they caught up with the car, after which they blocked it and saved a nine-year-old girl.
The driver of the car managed to escape from the crime scene, but after a few hours he was detained.
The department said that it turned out to be a 48-year-old local resident who had previously been convicted for committing crimes of a sexual nature.
