Attempts to resolve these issues through the healthcare system were not productive ... Because the state of intoxication is not a disease, it is not financed from the Health Insurance Fund, ”the deputy explained.

The parliamentarian added that the assistance provided by the bill is expressed in creating conditions in the subjects for people who, due to the state of alcoholic intoxication, cannot move independently, lose their ability to navigate and can therefore become a victim of criminal assault or freeze.

“The state cannot but pay attention to this serious problem. And in this regard, it’s just the creation of conditions - a kind of social shelter where the right of the police to determine that they can bring this person from the street is determined, the medical worker will confirm that this is a state of intoxication, and not some other condition, ”Govorin explained .

The deputy added that if there is a need for medical care, this person will be taken to a medical organization.

“If he is aggressive ... it means he will be placed in a precinct where he will undergo some kind of administrative influence in order to prevent his aggressive, unmotivated actions,” he added.

He explained that in the first and second cases, this contingent will be no more than 5-6%, and the rest, according to the deputy, are people who will be enough to create conditions so that they can "get enough sleep and survive this critical period ".

Earlier, the State Duma adopted a bill in the first reading, according to which the regions will be able to create special social institutions (detoxification centers).
