According to him, this agreement enables the United States and its "allies and partners in Europe to monitor military movements in Russia."
The Open Skies Treaty established the regime of unarmed observation flights over the territories of the signatory states.
In particular, the document defines quotas for observation flights, notification of points of entry, technical details and inspection of observation equipment.
