In Russia, the rules of the work of public catering enterprises will change. So, by October 15, Rospotrebnadzor, the Ministry of Economic Development and the Ministry of Industry and Trade will have to develop a draft experiment in some Russian regions to limit the number of inspections. The relevant instructions were given by the Prime Minister of the Russian Federation Dmitry Medvedev.

The departments will be assisted in developing plans by Boris Titov, the Presidential Commissioner for the Protection of Entrepreneurs' Rights, and leading business associations. The experiment is planned to be conducted in Moscow, the Republic of Tatarstan and the Kaliningrad region.

At the same time, Rospotrebnadzor, the Ministry of Economic Development, the Ministry of Justice and the Ministry of Industry and Trade will have to prepare a plan to revise the Sanitary and Epidemiological Norms (SanPiN) and switch to the application of technical regulations of the Eurasian Economic Union (EAEU).

These instructions, as well as eight others, were prepared following Medvedev’s participation in the Dialogue program of the Russia 24 channel on September 11. In addition to government representatives, there were also businessmen and experts. The main theme is how to achieve national development goals.

The issue of legal regulation in the field of catering was raised by the president of the Federation of restaurateurs and hoteliers Igor Bukharov. He drew attention to too many regulations in force in the field of public catering, which is why there is a risk due to the old formalities of “closing the restaurant for 90 days”, which affects the investment climate.

In turn, Medvedev spoke about the so-called “regulatory guillotine”, which resulted in the cancellation of almost 20.5 thousand obsolete laws and regulations. The head of the Cabinet also spoke about a special book prepared by the Ministry of Economic Development, which establishes uniform rules.

“We really need to move on to completely different principles of control activity, such a human control activity, which is in the interests of the consumer, and not in the interests of control organizations, which, the more checks, the more, respectively, they reward, because for this they encourage in one way or another, ”Medvedev emphasized.

The restaurateur Sergei Mironov proposed an experiment in Moscow, Tatarstan and Kaliningrad to reduce redundant checks. Medvedev approved the idea.

“If we look at the possibilities of piloting these new approaches, it would be nice. Moreover, I emphasize once again that we are very attentive to what the regions are doing now, ”the Prime Minister agreed.

The removal of these standards will have a beneficial effect on entrepreneurs, the expert of the Russian Institute for Strategic Studies (RISI), Ph.D. in Economics Mikhail Belyaev is convinced. However, he noted that the experiment will test how such a weakening perceive consumers.

“Whenever some norms that seem absurd and unnecessary to someone are abolished, expert opinion is always needed. When it comes to food, we understand that now there are wide standards in connection with GOSTs, technical conditions for manufacturing products - there are always many questions and complaints. When it comes to the abolition of measures that control the quality of products, safety, I think, we need to think many times. It’s good that this is still in the order of the experiment - the experiment will show, ”he told RT.

At the same time, the expert himself appreciated the “regulatory guillotine” itself. According to Belyaev, the audit in the field of legal regulation is long overdue.

“It’s more correct to switch to the base set”

Medvedev also instructed the Russian Ministry of Economic Development, the Ministry of Labor, the Ministry of Finance and Rospotrebnadzor to work out a gradual transition from 2021 to the formation of a new consumer basket. It should allow "to formulate a full-fledged diet of healthy nutrition of various population groups."

The scientific director of the center for nutrition, biotechnology and food safety raised this issue during the Dialogue with Medvedev. The Prime Minister noted that at the moment the basket includes a minimum set, and basic products must be included in it.

“We have a minimal set, but it’s more correct to switch to the basic set, which is the basis for the normal diet of a modern person who has a certain lifestyle. And this is precisely the model we need to create. I will not hide, of course, that it costs money, because this basic set should be better than the minimum, this goes without saying, you can’t substitute concepts here, ”Medvedev said.

The head of government also noted that each region has its own specific diet, where it is necessary to take into account local habits and traditions.

By increasing the cost of the consumer basket, the government will determine a part of the population whose income was slightly higher than the subsistence minimum into the low-income category, said Georgy Ostapkovich, director of the Center for Market Studies of the Higher School of Economics. In this regard, the question arises of financial assistance to them from the budget, he stressed in a conversation with RT.

“The question here is which basket the budget can pay. If we increase it sharply, it means that the cost of the consumer basket will increase sharply. The cost of living is now 11,185 rubles and it is quite possible that without an increase in wages and benefits, some of the people who are on the border of the cost of living, but slightly higher, will be lower. But I think that the budget will withstand these increases, and the government will go to change the basket, ”he explained.

“This has to happen quickly.”

Four tasks that relate to the healthcare system can be singled out in a separate block. So, in the budget of the Mandatory Health Insurance Fund, funds for expensive diagnostic tests should be increased. In 2020, at least 12.7 billion rubles will be additionally allocated for these purposes.

Speaking about this in the Dialogue program, Medvedev noted that this applies primarily to oncology and cardiovascular diseases. According to him, it is necessary to focus on the fact that the diagnosis is carried out immediately and people "are not told to come somewhere in a month."

“This should happen quickly and give a quick response. And, of course, that is exactly what we need at the moment to direct our efforts. To think how to stimulate it. Not to mention the preparation now of a general model of how primary care will work in our country, ”the Prime Minister emphasized.

In addition to diagnostics, the government will also allocate 14.5 billion rubles to provide medicines for those who have suffered an acute circulatory disturbance in the brain, heart attacks, acute cardiovascular diseases and vascular surgery. This program will operate in 2020, 2021 and 2022.

“A person went through this operation, it was successful (it is sometimes not very difficult), but then nursing begins. And this requires constant pills. A person does not have money for these pills, but medicine does not provide these pills. We need to do this too, ”Medvedev explained on September 11.

The Ministry of Industry and Trade and the Ministry of Health will have to propose changes in the import into Russia of narcotic and psychotropic drugs that are necessary for medical reasons and the production of which has not yet been established in Russia. The rules for prescribing and prescribing these drugs will also need to change.

Another assignment concerns birth certificates. The government should increase its value for 2020 - 2022 to 12 thousand rubles. This should help prevent abortion by reducing its number. According to Medvedev, an increase in the certificate will include the provision of psychological assistance.

Another assignment of the head of government relates to the national project "Demography", namely to the federal project "Senior Generation". According to him, the Cabinet will have to develop measures to teach older people how to use information and computer technologies.

“The use of digital technologies, the possibility of actively involving older people in work and solving a number of social problems - you just need to better provide for these (national. - RT) programs and, of course, calculate the possible resources that will be required,” emphasized Medvedev.

Rental housing

An order was also given regarding the development of legislation in the field of rental housing. The Ministry of Construction, the Ministry of Economic Development and JSC "DOM.RF" will have to propose projects to improve the legal regulation of the conclusion and execution of lease agreements.

“We need to change something in the regulation of the lease, because basically our housing legislation has always been oriented towards a social tenancy agreement or relations that are simply related to property ownership,” Medvedev explained earlier.

In his opinion, the construction of rental housing should be developed, which will increase the mobility of the country's population.
