In France, the government launches Tuesday, September 3, a "Grenelle of domestic violence" to stop the phenomenon of feminicides. The number of women killed by their spouse or ex-companion does not drop. Explanations in computer graphics.

► What are the figures for the year 2018?

According to figures from the delegation of victims (DAV) of the Ministry of the Interior, unveiled on July 10, 149 people died under the blows of their partner or their ex-partner in 2018. Among the victims, there are 121 women and 28 men. Some 21 children were killed during violence within the couple.

Thus, in France, a criminal death within the couple occurs every two and a half days, and a feminicide occurs every three days.

► What is the evolution of the number of feminicides in France ?

The number of conjugal feminicides in France has been stable for several years. More than 120 women continue to die each year from their spouse or ex-partner: 122 in 2015, 123 in 2016, 130 in 2017, and 121 in 2018.

According to a count of the collective Féminicides by companions or ex in July, at least 74 women have died in France since January 1, 2019 (an increase over 6 months). On 6 July, more than a thousand people demonstrated in Paris to ask the government to act. It was in response to this rally that Marlène Schiappa, State Secretary for Equality between Women and Men, announced the following day a "Grenelle of domestic violence".

► What are the mobiles ?

According to the latest study of the victims' delegation of the Ministry of the Interior, " in the vast majority of cases, murder is committed with a weapon and the main motive is the dispute [59 cases] or the non-acceptance of separation [29 cases]. "

► What is the situation in Europe?

In 2015, France was already one of the European countries with the highest number of femicides. It came in second place (142 feminicides), behind Germany (210 feminicides). Note: Not all countries make their data available via Eurostat, and the calculation method differs from that of the other studies.

If France is lagging far behind, a country is often cited as an example: Spain. In 15 years, the number of feminicides has almost halved , from 71 in 2003 to 47 in 2018. The socialist government of José Luis Rodriguez Zapatero set up, in the 2000s, pioneering measures. The organic law of 2004 raised this plague to the rank of great national cause. More than 100 specialized courts have been created, with enhanced powers. For example, the Spanish State may lodge a complaint instead of the victim.

The country also has 10,000 "serious telephones danger", against 3,000 in France, allowing victims to join an assistance system. Finally, Spain spends 200 million euros a year to fight against feminicides, while the current budget in France is estimated at 79 million euros .
