The work of the Holdomi tourist complex in the Khabarovsk Territory was suspended after a fire that occurred on the night of July 23 in a children's tent camp, in which there were 189 children from 7 to 15 years old. It is reported by the press service of the governor and the regional government.

According to the latest data, as a result of the emergency, an 11-year-old girl died. In total, at the moment it is known about nine victims, including four children.

According to the governor of the region Sergey Furgal, three children are in a state of coma. Another victim was hospitalized with carbon monoxide poisoning. According to the Khabarovsk Territorial Disaster Medicine Center, two children have 100% burns, one has 95%.

“The situation is complicated, the doctors do not give optimistic forecasts,” the press secretary of the region’s head Nadezhda Tomchenko quotes TASS.

At the same time, the authorities of the region do not confirm the information that the death toll has risen to two.

“Doctors provide all possible assistance to children. The injured are still in a non-transportable state, so the doctors consult with the leading clinics of Khabarovsk and Moscow, ”the press service of the Khabarovsk Territory government said.

In addition, a team of leading children's combustiologists and a resuscitation specialist were sent to the site of the fire on behalf of the Minister of Health of Russia Veronika Skvortsova.

The fire on the territory of the Holdomi ski resort in the Sunny district of the Khabarovsk Territory began at about 2:30 local time. The fire was completely extinguished at 4:46, eight people and four units of equipment were involved in its liquidation.

“Employees of the State Fire Supervision of the Emergencies Ministry of Russia, law enforcement and investigative agencies work at the site, all the circumstances of the incident are established,” explained the regional Emergency Situations Ministry.

The ministry also opened a hotline telephone for emergency psychological assistance for relatives of children who had a rest in the camp.

There was no permission for the campground

Meanwhile, as it turned out at an emergency commission of the Khabarovsk Territory, the Holdomi children's camp had permission to live in stationary rooms for children, and not in tents.

“Permission to stay of children in the summer camp was issued in October last year. After that, in February, a scheduled inspection took place. The next one was to be held in August, ”Tatiana Zaitseva, head of the territorial department of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare, said.

The camp is located in the register of regional health institutions and should have 450 places in a stationary room. In fact, at the time of the fire, there were 61 people in the buildings, while 189 children lived in PVC tents, presumably, they had heaters installed, one of which, according to media reports, could have caused the fire.

“There is no capacity for 450 people at Holdomi. There are 226 places in total, ”said Victor Starkov, head of the Solar District.

In turn, as stressed by the Acting Head of the Main Directorate of the Russian Emergencies Ministry for the Khabarovsk Territory, Ivan Kolontay, the camp director, told the agency that “tents are necessary for extreme games.” At the same time, the staff of the State Fire Inspection last conducted an inspection in the camp on May 31, issuing an order to eliminate the violations found in stationary buildings (no evacuation plans, emergency lighting, etc.) until August 1.

“We have to urgently establish the circumstances of how tents for children appeared on the territory of the stationary tourist complex. So far I have not received an answer to this question. We have repeatedly considered the theme of organizing a summer children's holiday with all services. It has now been established that 428 vouchers were sold for the third shift to the camp, ”stated Governor Sergey Furgal.

At the end of the meeting, the head of the region flew to the scene of the tragedy.

According to the press service of the regional government, the children's camp Holdomi was designed for Extreme Service LLC, owned by Vitaly Burlakov, owner of the Holdomy tour complex.

"Now the work of the Turkmen Holdcom" is suspended. The authorities in the region are investigating where such camps may still be located, ”the regional government’s press release says.

We add that the Investigation Committee opened a criminal case under the articles "Providing services that do not meet the requirements of safety of life and health of consumers" (Section “c” of Part 2 of Article 238 of the Criminal Code of the Russian Federation) and “Causing death by negligence” (Part 1 of 109 of the Criminal Code of Russia). As part of the investigation, an assessment will be made of the actions of the camp management.

At the moment, an enhanced investigative team is working at the scene of the incident, the investigators seize the necessary documentation, interrogate the rest, staff and officials of the supervisory authorities.
