“Acceptance of the stationary and mobile missile systems of the fifth generation“ Yars ”and“ Avant-garde ”is continuing. In the Yasnensky missile compound, the infrastructure for deploying a missile regiment with the Avangard complex has been deployed, which will take up combat duty by the end of 2019, ”he said.

Recall, Avangard is a strategic complex with an intercontinental ballistic missile. This system allows you to fly in dense layers of the atmosphere at hypersonic speed. In this case, the winged unit can maneuver both in height and in other directions.

On the creation of this complex and its characteristics in March 2018, said Russian President Vladimir Putin. He noted that the latest composite materials were used, capable of withstanding high temperatures and allowing them to retain the ability to maneuver.

“The use of new composite materials made it possible to solve the problem of a long-term controlled flight of a planning winged unit practically under plasma formation conditions. He goes to the goal like a meteorite, like a burning ball, like a ball of fire. The temperature on the surface of the product reaches 1600–2000 ° С, while the winged unit is reliably controlled, ”the head of state noted.

At the end of December 2018, successful launches of Avangard were held. Putin, who was present at them, noted the invulnerability of the system for air defense and missile defense of a potential enemy and congratulated those present "with a great event in the lives of the armed forces and in ensuring the security of the Russian state."

“The work was great, long, complex, it required breakthrough solutions in principal directions, and all this was done by our scientists, designers, and engineers. The new Avangard system is invulnerable to today's and prospective air defense and missile defense systems of a potential enemy. This is a great success and a great victory, ”he said.

The head of state emphasized that in the future this system would be used not only by the army, but also by the fleet.

Note that in the Russian army for several years undergoing modernization. Only high-precision cruise missiles over the past six years have increased by more than 30 times, Russian Defense Minister Sergei Shoigu reported in March.

Thus, from 2012 to 2018, 109 Yars intercontinental ballistic missiles and 108 sea-based ballistic missiles were put into service. In general, according to Shoigu, in 2012 there were practically no long-range precision weapons in Russia.

“There were only 30 operational aircraft carriers, and there were only 37 aircraft missiles. Due to the lengthy preparation of flight missions - about 44 days - there was no talk about the effective use of these weapons,” the minister stressed.

Despite the development of various weapons systems, the Russian military budget has been declining for the second year in a row. According to the president, the development of promising systems allows you to save money in the absence of damage to the country's defense.

“As for defense spending: we have planned a reduction in defense spending this year and next. This will not lead to any problems in the field of defense, because the main costs were made to create new systems in previous years, "- said Putin.

Thus, according to the Stockholm International Peace Research Institute (SIPRI), for the first time since 2006 Russia has not been among the top five countries in military spending.

“Russia did not hit the top five for the first time since 2006. In 2018, the top five countries with the largest defense spending included the United States, China, Saudi Arabia, India and France, which together accounted for 60% of global military spending. The top 15 countries spent $ 1,470 billion in 2018, which accounted for 81% of global military spending, ”says a report published in April.

At the same time in November last year, the publication Business Insider put Russia in second place in the ranking of military power.
