The text notes that Paul Whelan has already been visited by diplomats from Ireland and the USA.
According to David Whelan, the Russian government has not yet accepted a UK request for consular access to Paul.
“These visits are critically important for Paul, this is the only way to communicate with him about his health and protect his rights,” said the detainee’s brother.
Earlier, a lawyer confirmed that Paul Whelan had with him information containing a state secret during his detention.
