The outline of the necessary bills has been finalized, and the name of the new organization will be "National Health Emergency Management Research Institute", and the president will be appointed by the minister in charge.



The organization will secure a nationwide inspection system for infectious diseases, and will conduct surveys, research, and technological development, as well as provide comprehensive medical care and train human resources.



It is a special corporation wholly owned by the government.



In addition, the Cabinet Secretariat for Crisis Management of Infectious Diseases will be set up in the Cabinet Secretariat next fiscal year, and will be headed by the Deputy Chief Cabinet Secretary.



In addition, the Prime Minister's "authority of instruction" to governors, which is limited to when a state of emergency is declared, will be used at the stage of establishing a government countermeasures headquarters, so that quick responses can be made.



The government intends to submit these bills to the ordinary session of the Diet.
