[Explanation] U.S. President Trump earlier announced the cancellation of Hong Kong’s various special treatments. On August 11, the U.S. Department of Homeland Security issued another announcement stating that from September 25, the export of goods produced in Hong Kong to the United States must use "China The “Made in” label cannot be marked as “Made in Hong Kong”. On the afternoon of August 13, Yau Tenghua, Director of the Hong Kong Commerce and Economic Development Bureau, criticized the United States for violating the World Trade Organization and international origin rules.

　　Unilateral practices that are inconsistent with the facts, and do not comply with the World Trade Organization and international origin rules. The unilateral brutality of the United States actually ignores the facts, confuses the market, and undermines the rules of the World Trade Organization or international sources of origin. In this regard, we strongly condemn and strongly oppose it.

　　[Explanation] Qiu Tenghua pointed out that the total value of "Made in Hong Kong" goods exported from Hong Kong to the United States last year was about 3.7 billion Hong Kong dollars, accounting for less than 0.1% of Hong Kong's total exports. It is expected that the so-called new regulations in the United States will have little impact on Hong Kong's industrial manufacturing. He emphasized that the SAR government is firmly opposed to the barbaric practices of the United States. Hong Kong has an independent economy as one of the 164 members of the World Trade Organization. It is the unique advantage and special status conferred by "One Country, Two Systems" and the Basic Law. Hong Kong products are autonomous.

Within this scope, we can have a certain degree of autonomy in Hong Kong’s products and trade policies. In this regard, it also reflects that we are one of the 164 members of the World Trade Organization.
