The head of the Center for Lease Dispute Resolution in Dubai, Judge Abdel-Qader Moussa, said that «while (the center), while carrying out its tasks in separating the disputes in cases, coincides with a number of humanitarian cases that require consideration from an ethical and social perspective», considering that taking into account the human dimension is considered An essential factor in the disputes presented to him by the landlord and the tenant, and in case of humanitarian cases, they are referred to the Hand of Good Committee to help them.
Moussa explained that the center employs the sums it receives from businessmen to pay the dues of the difficult cases, noting that one of the tasks that the center set within its basic orientations is to take into account the humanitarian and social conditions of some cases, which prove during the litigation that they are experiencing difficulties that prevented their financial obligations from being fulfilled.


He added that there are three main tributaries of the humanitarian cases that the center is looking at, the first of which is the humanitarian cases that submit their requests to the "hand of goodness", and their case is carefully studied by the committee, and providing them with assistance, with a maximum ceiling of 30,000 dirhams.


He stated that the second tributary of humanitarian cases comes from the implementation center in the center, which implements the provisions of eviction, as the humanitarian side is taken into account, because there are some cases of eviction that are related to human dimensions, such as the presence of children, patients, or the elderly, and that There are humanitarian cases that the implementation officer submits to the center by writing a report if it complies with the standards and deserves assistance.


He explained that the third of these tributaries is represented in cases where the second party is imprisoned and in which there is a humanitarian aspect, as these people have become deprived of their freedom, and therefore no papers are required of them, and their problems are solved.


For his part, the judge at the Center for Lease Dispute Resolution, Chairman of the “Hand of Good” Committee, Abdulaziz Anouhe, said, “Many cases in cases related to rental disputes have humanitarian aspects that must be taken into account, as there are cases that may be affected by the rent provisions issued For her, for her own human condition. ”


He explained that the center studies the humanitarian cases that reach it with precision, and this is proven by documents, especially for cases that are excluded from the financial ceiling, as they are presented after all the papers have been submitted to the center president for approval.


And that the center set a system for determining the humanitarian cases due to help, which includes several criteria, including that the owner of the humanitarian situation fill in the form of the "hand of goodness" committee to help the defaulters, and include in it a report on the humanitarian situation and its observations. Any person or institution can contribute to the "Hand of Goodness Committee" campaign to support the tenant defaulters who are convicted of renting suits.
