Today (12th) morning at the construction site of a new apartment building in Incheon, a pile of dirt collapsed and a 60-year-old man died.

At the site, it was reported that the soil collapsed last night, but there were testimonies that there were no safety measures.

is the construction site of a new apartment building in Incheon.



At around 10 am today, worker A in his 60s died on a pile of collapsed soil.



The final construction was in full swing with the goal of completion in November, but the soil collapsed while digging the ground to bury the sewage pipe.



Mr. A suffered a bowel movement while surveying in a 2 to 3 m deep pit seen behind to fill this sewage pipe.



But field workers say that last night the soil collapsed in the same place.



[Field worker: It collapsed yesterday evening as well.

I drank water because it was the rainy season.]



There were nine people at the accident site, including a surveyor, a signalman, and a forkrain worker from a subcontractor of the construction company, Daewoo E&C.



They report that the soil collapsed last night to the foreman, but they say that the work continued without the installation of safety devices.



[Field worker: You said you talked to the manager.

To our subcontractor, we said, 'It collapsed here,' and it's called earthwork.

(You have to do that) It blocks the dirt.

If it's dangerous, if the soil looks like it's going to crumble, you should do it.

It started without taking action...

According to the current law, if the ground is excavated for more than 1.5m, the slope must be smoothed or a retaining wall must be installed.



However, the site workers explained that because the work site was facing the sidewalk, the width was narrow and the slope of the digging was close to a right angle.



Daewoo E&C said, "We have never received a report that the soil had collapsed."



The police and the Ministry of Employment and Labor are planning to apply the Serious Accident Punishment Act as the construction cost exceeds 5 billion won and investigate whether safety rules are complied with.
