The Ministry of Industry and Information Technology guides the first batch of online disk companies to launch "undifferentiated rate" products

"Net disk speed limit", there is a solution

When using online disk services, the transmission rate is seriously inconsistent with the publicity rate; uploading and downloading materials from online disks are limited, and members cannot advance without buying...With the popularization of mobile Internet and smart devices, personal data assets such as files, photos, videos, etc. are stored In the network disk, it has become a habit of many users.

However, the problem of "net disk speed limit" also appeared, affecting the user experience, and there were many complaints.

Not long ago, the Ministry of Industry and Information Technology deployed an action that clearly stated that relevant companies should optimize the way of providing online disk services to ensure that the minimum upload and download rate meets the basic download requirements of free users.

In order to further protect the rights and interests of users, on November 17, under the guidance of the Ministry of Industry and Information Technology, the Internet Society of China and the China Academy of Information and Communications Technology organized major domestic online disk companies to formulate and sign the "Personal Online Disk Service Business User Experience Guarantee Self-Regulation Convention" (hereinafter referred to as the "Self-Regulation Convention" 》), including Baidu Netdisk, Tencent Weiyun, Tianyi Cloud Disk, He Caiyun, Alibaba Cloud Disk, Thunder Cloud Disk, 360 Secure Cloud Disk and NetEase Net Disk, etc. Differential rate" product.

"The user experience rate is not only affected by the access rate of basic telecommunications companies, but also related to the service strategy of Internet applications." According to Zhang Chunfei, deputy director of the Institute of Policy and Economics, China Academy of Information and Communications Technology, some Internet companies are out of cost or income generation. Considering that the speed limit on users causes the experience rate to be significantly lower than the access rate. Among them, network disk services are the most typical.

On the one hand, in recent years, the cost of manpower, servers, and bandwidth caused by the ever-increasing number of online disk users has increased significantly, and the free model has caused a profit dilemma.

In this context, some online disk service providers have begun to reclaim free storage space, limit download rates, and try a paid membership model.

On the other hand, the overall user scale of my country's personal online disk business is huge, but the proportion of paying members is relatively small, enterprise competition is fierce, and actual profits are relatively limited. This has become an important reason for some enterprises to make fuss about the speed and force users to pay for it.

"By limiting the upload and download rate of non-member users, users are encouraged to pay for upgrades, reflecting the problem of the single profit model of the personal online disk service business model." According to Dang Meimei, chief engineer of the Institute of Technology and Standards, China Academy of Information and Communications Technology, simple To develop paying users in a simple way of limiting the rate, to a certain extent limits the motivation for the innovation and development of enterprises.

According to the "Self-Discipline Convention" initiative, under the same network access conditions, personal online disk service business operators provide undifferentiated upload/download rate services for all types of users.

Dang Meimei explained that the so-called "undifferentiated rate" means that when personal online disk service providers provide users with related services, whether they are free or paid users, the mechanism of network resource supply and rate configuration should be consistent and treated without distinction. Cancel all kinds of restrictions, so that all kinds of users enjoy the same upload/download rate experience.

Considering that due to factors such as their own service capabilities, business development, and business models, some companies are temporarily unable to provide online disk service companies with undifferentiated rates. The "Self-Regulatory Convention" also clearly requires that at least two "undifferentiated services" with limited conditions should be launched. Products are for users to choose freely.

In order to ensure effective implementation of the initiative, the "Self-Discipline Convention" also clarified that channels for consultation and complaints should be unblocked, customer service mechanisms should be improved, service levels should be improved, and user comments and suggestions should be accepted and properly handled in a timely manner, and feedback channels should be provided for users.

Both the bottom-up supervision is sound, and the top-down active supervision.

According to Xie Cun, Director of the Information and Communication Development Department of the Ministry of Industry and Information Technology, the signing of the “Self-Discipline Convention” is not only a specific action to respond to the concerns of the masses in a timely manner and consolidate the results of network acceleration and fee reduction, but also to encourage market entities to break through the existing relatively single development model. , To strengthen the innovation of technology, products and business models, and to enhance core competitiveness and industrial value.

"For online disk service companies, it is necessary to improve user experience as the core, and change the simple "restrict users to make payment" to "attract users to actively use", so as to achieve diversified development." Dang Meimei, for example, can be subdivided. Users launch innovative products. For free users, within a certain period of time, or for a certain amount of file size, provide undifferentiated upload/download rate services, which not only meets the needs of users, but also reduces cost pressure to a certain extent.

"The next step will be to establish a long-term work mechanism, improve complaints and supervision channels, and promptly announce work progress to the public to ensure that the provisions of the convention are well implemented, implemented, and publicized, and continue to improve the people's sense of gain and happiness in using information services. Sense and security." Xie Cun said.
