Rep. Kwak is suspected of exerting influence on Hana Bank when the consortium of Hwacheon Daeyu, which was formed with Hana Bank in the early days of the Daejang-dong development project, was on the verge of collapse.

It is believed that Rep. Kwak, who was the chief of civil affairs at the time, exerted influence to favor Hwacheon Daeyu, and in return received a large sum of money in the form of severance pay through his son.

It is also known that the prosecution made these allegations when they requested the first arrest warrant for Kim Man-bae, the owner of Hwacheon Daewoo.
