  In terms of "front line", Macao residents who meet one of the requirements for studying, employment, starting a business, or living in the cooperation zone should complete the declaration of applicable personnel through the Hengqin Smart Port Public Service Platform in advance before clearing customs, and then register the animals and plants they bring into the country. Products and scheduled customs clearance time slots and other information.

According to the provisions of Caishui [2024] No. 1, various entities that meet the conditions for enjoying tax-free policies should declare their qualifications as tax-free import entities through the smart port public service platform in advance to prepare for carrying out relevant business.

  According to the customs supervision measures, there are no restrictions on the entry and exit of people in the "second line", but people, goods, vehicles, etc. should all leave the area through the customs supervision workplace.

The customs mainly controls duty-free and bonded goods leaving the area, as well as tax-related items leaving the area.

Passengers who do not carry duty-free items when leaving the area through the "second line" do not need to declare to the customs.

  At this stage, the cooperation zone has 7 "second-line" passages, of which the Hengqin Bridge and Hengqin Tunnel are open all day, the Shenzhen Channel is open from 6:00 to 24:00, and the Shizimen Tunnel is open from 8:00 to 24:00. The rail station and Hengqin Pier are determined by vehicle and ship schedules.
