Kirby, the strategic communications coordinator for the White House National Security Council, also denied that U.S. troops could be sent to clear mines, participate in weapons production or cyber operations.

But he also said that whether to send troops to Ukraine would be a "sovereign decision" for France or any other NATO country.

French President Macron said that leaders of Western countries have discussed the possibility of sending ground troops to Ukraine. There is no consensus at this stage, but this possibility cannot be ruled out.

Macron said, "We discussed relevant matters in an open and direct way, and we did not reach an official consensus on sending ground troops (to Ukraine). But as things develop, no possibility is ruled out in the future. We will take All necessary measures to ensure that Russia cannot win."

In response, Kosachev, Vice Chairman of the Russian Federation Council, said on social media on the 27th that if NATO sends troops to Ukraine, "this can be regarded as the organization's direct participation in the war, or it can be regarded as a declaration of war on Russia."

Russian Presidential Press Secretary Peskov also said that Russia has taken note of French President Macron’s statement that relevant countries have discussed the possibility of sending armed forces to Ukraine.

He also said, “In this case, what should be talked about is not the possibility, but the inevitability (of a direct conflict between Russia and NATO). This is our current assessment. These countries should also conduct self-assessments and ask questions, so that Whether it is in their interests and the interests of the citizens of these countries.”
