Four departments accelerate the prevention and control of airport noise pollution

  Reporter Liu Xin: Recently, the Civil Aviation Administration, the Ministry of Ecology and Environment, the Ministry of Natural Resources, and the State Administration for Market Regulation jointly issued the "Action Plan for the Prevention and Control of Civil Aircraft Noise Pollution in the Areas Around Civil Transport Airports (2024-2027)" (hereinafter referred to as " Action plan").

This is the first comprehensive document in the field of airport noise pollution control in my country.

  The "Action Plan" uses 2025 and 2027 as the target years and puts forward the work goals for airport noise prevention and control.

Specifically: by 2025, the standard system for airport noise pollution prevention and control will be basically completed, a multi-party collaborative mechanism for airport noise pollution prevention and control will be initially formed, the pilot work will achieve practical results, the research and development of key monitoring technologies will make positive progress, and the annual passenger throughput of the airport will exceed 5 million. Basically have the capabilities of real-time monitoring and accurate traceability of civil aircraft noise events.

By 2027, key technologies for airport noise pollution monitoring and prevention and control will achieve breakthroughs, the construction of prevention and control standards will continue to advance, the effectiveness of collaborative governance will be further improved, and the acoustic environment quality of areas around airports with an annual passenger throughput of more than 10 million will gradually improve.

  The Action Plan proposes thirteen key tasks in four aspects.

The first is to accelerate the construction of the airport noise pollution prevention and control standard system, including accelerating the improvement of relevant national standards for airport noise prevention and control, and improving civil aviation standards and regulations for airport noise prevention and control.

The second is to coordinate and promote the supervision and management of airport noise pollution prevention and control, including strengthening planning connection and coordination, accelerating the improvement of airport noise monitoring capabilities, in-depth advancement of noise environmental impact assessment of airport construction projects, and establishing and improving the coordination mechanism for airport noise pollution supervision.

The third is to further promote the prevention and control of airport noise pollution, including implementing airport noise pollution prevention and control responsibilities and promoting airport noise pollution mitigation pilots.

The fourth is to strengthen the scientific and technological support for airport noise pollution prevention and control, including conducting research on the impact mechanism of airport noise, promoting the research and development of airport noise monitoring technology, coordinating the research on air-ground collaborative airport noise prevention and control technology, conducting research on economic policies for airport noise prevention and control, and actively carrying out international exchanges. cooperate.
