At the ongoing 2024 Shanghai Two Sessions, the Shanghai Municipal Committee of the Democratic League proposed a proposal to "integrate development of digital technology and cultural and creative industries to build a new consumption model for Shanghai's cultural and creative industries."

  Data shows that in 2022, the revenue of 16 cultural innovation formats in China, including digital content services and smart cultural consumption, will exceed 5 trillion yuan, an increase of 6.7% over the previous year, showing strong development potential.

  In 2023, the Central Committee of the Communist Party of China and the State Council issued the "Overall Layout Plan for the Construction of Digital China" to clearly implement the national cultural digitalization strategy and accelerate the development of new cultural enterprises, cultural formats, cultural consumption models and other strategic directions.

  Looking around the world, the United Kingdom, Germany, France, the United States and other countries have introduced policies to focus on and encourage the coordinated development of digital technology and culture, expand investment in the improvement of national digital skills and research and innovation, and accelerate the cultivation of comprehensive talents across fields.

  Focusing on Shanghai, the "Several Measures for Shanghai to Strengthen Consumer Market Innovation and Expand Consumption" was released in 2023, proposing requirements to focus on innovative supply and add new scenarios, new business formats, and new brands.

  How does digital technology integrate and develop with the cultural and creative industries?

The Shanghai Municipal Committee of the Democratic League suggested that resource docking services can be provided to promote high-quality development of digital cultural and creative content and application scenarios.

The Shanghai Cultural and Creative Industry Promotion Leading Group Office will jointly coordinate cultural and creative enterprises, digital technology and creative design enterprises to carry out normalized collaboration on the integration of cultural and creative industries and digital technology, and promote the innovative development of content and scenarios for digital technology to connect cultural and creative enterprises, such as Excellent cultural and creative IP, time-honored intangible cultural heritage, classic cultural and tourism IP, etc., and provide special financial support to Shanghai's cultural and creative industries.

  Expand digital cultural and creative consumption promotion channels to form a new consumption trend.

Incorporate new business formats such as digital fashion brands, digital cultural museums, digital cultural tourism, and digital virtual people into special digital consumption promotion events such as the “May 5th Shopping Festival” and “Global New Product Launch Season”, and include them in the “Shanghai Souvenirs” and “Shanghai Gifts” Selection; deepen cooperation with social media platforms, promote new products and projects of small and medium-sized digital cultural and creative enterprises to go out of the circle, and drive the trend of digital cultural and creative consumption.

  Actively participate in the formulation of international technical standards and industry specifications for digital cultural creation, and accelerate cross-platform and cross-regional digital content transactions.

In addition, it actively provides standard co-construction and sharing services to countries jointly building the "Belt and Road", provides solutions for digital content creation, promotion, and platform building for cultural creativity and cultural tourism, and carries out large-scale trade in digital cultural creativity.

  Strengthen the cultivation of digital cultural and creative talents, attract outstanding talents at home and abroad, and promote the supply of innovation through talent highlands.

Encourage Shanghai universities to cooperate with foreign universities and domestic and foreign industry leaders, support art and design majors in building digital technology courses such as human-computer interaction, and accelerate the incubation of talents in multiple fields; provide digital skills training course resources to enhance the innovative product development of cultural and creative practitioners and marketing capabilities, etc.
