RIA Novosti reported this with reference to the statement of the permanent mission.

The Permanent Mission stated that after the strike on Donetsk there was no reaction from the OSCE leadership, including the Maltese Chairmanship-in-Office and Secretary General Helga Schmid.

The diplomatic mission also called the targeted shelling of a densely populated area near the market in Donetsk, where there were no military installations, the largest in terms of civilian casualties during the conflict in Donbass.

At least 28 civilians were killed and 30 were injured.

Earlier, the head of the Russian Human Rights Council, Valery Fadeev, appealed to international organizations, he called on them to condemn the terrorist attack committed by the Ukrainian Armed Forces in Donetsk on January 21.
