Earlier, RIA Novosti, with reference to the plan for implementing the concept of state migration policy, reported that Russia would introduce consular registration of Russian citizens who live abroad.

It is planned to define the concept of “citizen permanently residing outside the Russian Federation”.

As the department noted, consular registration was initially considered as a tool necessary to ensure the rights and safety of Russians abroad.

) rethinking,” the statement says.

It is noted that consular registration needs to be adapted to the needs of modern socio-economic and demographic development of Russia.

It was previously reported that ideas to increase liability for foreigners for violating Russian legislation will be presented by March 2024.

The Ministry of Internal Affairs and the FSB will be involved in their formulation.
