The EU states have reached a political agreement in principle on the start of a military operation to secure merchant shipping in the Red Sea.
EU Foreign Affairs Representative Josep Borrell announced this in the evening after a meeting of foreign ministers in Brussels.
The agreement comes about a week after the US and Britain bombed Houthi positions in Yemen in response to the attacks.
The US has carried out further attacks since then, the latest on Thursday.
They have also reclassified the Houthis as a terrorist organization.
