After investigation, Bai Jinming, as a leading cadre of party members, lost his ideals and beliefs, betrayed his original mission, had no sense of reverence, had no bottom line of discipline and law, refused to be rescued by the organization, and deliberately resisted the organization's review; accepted gifts and cash gifts in violation of regulations, borrowed large sums of money and vehicles from management and service targets in violation of regulations; did not truthfully explain problems when organizing talks and inquiries, and sought personnel benefits for others in violation of regulations; violated life discipline, greedy for pleasure, and lived a luxurious life; playthings were demoralized, corrupt and degenerate, and obsessed with money. He openly alienated the power given by the party and the people into a tool to satisfy his own selfish desires, and actively pursued the "hunting" of lawless businessmen; he took advantage of his position to seek benefits for others in financing, loans, and job promotions, and illegally accepted huge sums of money and property from others in the name of borrowing.

Bai Jinming seriously violated the party's political discipline, organizational discipline, integrity discipline and life discipline, constituted a serious violation of public office and was suspected of taking bribes, and did not restrain or stop after the 18th National Congress of the Communist Party of China, which is serious in nature and has a bad impact, and should be seriously dealt with. In accordance with the "Regulations on Disciplinary Sanctions of the Communist Party of China", the "Supervision Law of the People's Republic of China", the "Law of the People's Republic of China on Governmental Sanctions for Public Employees" and other relevant provisions, after the meeting of the Standing Committee of the Anhui Provincial Commission for Discipline Inspection and the approval of the Provincial Party Committee, it was decided to expel Bai Jinming from the party; the Anhui Provincial Supervision Commission shall give him the sanction of dismissal from public office; terminate his qualifications as a representative of the 11th Provincial Party Congress; confiscate his disciplinary and illegal gains; transfer his suspected crime to the procuratorate for examination and prosecution in accordance with law, and transfer the property involved together.
