In recent years, various localities have actively carried out reform and innovation in social assistance. Among them, in terms of improving the accuracy and efficiency of assistance, good practices such as establishing a dynamic monitoring and early warning mechanism for families in difficulty and establishing a social assistance credit service system have been explored.

Promote the construction of informatization and make rescue more accurate

"Master Zhou, are you feeling better?" In an old community in Wuchang District, Wuhan City, Hubei Province, Wang Suijing, a community assistance officer, and Shi Pengyu, a social worker, carried rice, noodles, oil, etc., to visit Master Zhou's home.

After Master Zhou's family was in difficulty, the staff of the Wuchang District Civil Affairs Bureau quickly received an early warning message, and the street and community staff then came to the door to check, and after evaluation, Master Zhou was found to meet the social assistance standards. With the help of the community, Master Zhou quickly applied for the subsistence allowance and supplementary medical insurance for the needy, and the social worker also contacted two college student volunteers to provide tutoring for Master Zhou's daughter.

In recent years, Wuchang District has further promoted the informatization of social assistance, and through the establishment of a dual-architecture and multi-dimensional comprehensive evaluation model, it has solved the problems of difficulty in finding aid recipients, inaccurate identification, and incorrect information on the supply and demand of aid services.

Wuchang District is an old city with 14 streets and 142 communities under its jurisdiction, and there are many people in need. "We have opened up the information and data of 15,13 households with a total of 21,6 people supported by <> departments, including the Disabled Persons' Federation, medical insurance, civil affairs, and health care, to form an information database for low-income families. Once the early warning score is reached, families suspected of being in difficulty will be screened out by the system. The staff will then go to the house to further determine the degree of family hardship and the cause of the hardship.

Wang Qun said that through a comprehensive analysis of the assistance needs of families in need, and giving full play to the role of social workers and other social forces, Wuchang District has provided targeted assistance to many people in need through financial assistance, academic counseling, psychological comfort, etc.

Implement a notification and commitment system to make rescue more efficient

"The fact that the subsistence allowance was put in place so quickly has greatly reduced our pressure. Some time ago, Wang Fuhong, who was nearly 50 years old, was exhausted in order to treat her daughter. The timely assistance from the civil affairs department made him feel much more at ease.

Wang Fuhong's family lives in Ergang Village, Hekou Town, Xisaishan District, Huangshi City, Hubei Province, and he and his wife usually rely on odd jobs to make ends meet. Last year, her 10-year-old daughter, Xiaomei, was diagnosed with leukemia and was subsequently transferred to Wuhan Union Medical College Hospital for treatment. "The examination cost tens of thousands of yuan, and the follow-up hospitalization costs were required. Wang Fuhong said anxiously on the phone to town and village cadres.

"Now we are implementing a notification and commitment system for social assistance certificates. Eligible people in difficulty can be verified and confirmed as recipients of subsistence allowance and temporary assistance through this system, simplifying the handling process and implementing emergency assistance. Subsequently, Wang Fuhong submitted an application for subsistence allowance to the community, and completed the authorization verification through the notification and commitment system. After the basic check, the members and economic status of Wang Fuhong's family who declared the commitment were considered to be basically consistent with the verification report, and met the conditions for completing the verification and confirmation of the subsistence allowance through the simplified process, and could be included in the minimum living allowance. The staff of the Civil Affairs Office simultaneously pushed the information of Wang Fuhong's family to the medical insurance department to facilitate their subsequent enjoyment of medical assistance and other policies, and included them in the residents' medical insurance through subsidized insurance.

In recent years, Huangshi City has issued a pilot work plan for social assistance declaration commitments and punishments for untrustworthiness, exempting honest applicants who apply for subsistence allowances from 9 certification materials in 14 categories, and uploading the applicants' commitment information to the national credit information sharing platform. Through the establishment of a closed-loop management of "clear notification, honest declaration, incentives for trustworthiness, and punishment for untrustworthiness", the efficiency of handling has been greatly improved.

"Now it has gradually formed a management model of 'applicants declaring in good faith, reviewing and approving personnel supervising after the fact, revoking the declaration of dishonesty in accordance with the law, and joint punishment for credit management'. According to the relevant person in charge of the Huangshi Social Assistance Bureau, while encouraging the masses to be honest and trustworthy, relying on big data, combined with regular review, random spot checks, problem checks and other methods for verification and tracking. Up to now, more than 2000,3500 households and <>,<> recipients of assistance in Huangshi City have been included in the coverage through the simplified process.

Form a joint force of service, and rescue is of high quality

Not only in Hubei, but in recent years, under the promotion of the Ministry of Civil Affairs, various localities have steadily promoted the reform and innovation of social assistance, making social assistance more convenient and heart-warming with more warm and timely assistance services, and making social assistance more accurate and efficient through big data to help solve difficulties and implement emergency assistance for temporary assistance recipients.

According to the relevant person in charge of the Social Assistance Department of the Ministry of Civil Affairs, at present, many areas have gradually improved the dynamic monitoring information platform for the low-income population, and through offline active discovery and big data matching, low-income people in need of assistance and assistance are included in the monitoring scope. Some localities have also established comprehensive assistance and assistance mechanisms to guide social forces to carry out service-based social assistance.
