He said this during a press conference with Qatari Prime Minister and Foreign Minister Mohammed bin Abdulrahman Al Thani.

The Secretary of State stressed that Palestinians should be able to return to their homes as soon as conditions permit.
Earlier, the Palestinian Foreign Ministry said that Israel was restricting the movement of residents of the Gaza Strip.
