Serve the needs of the country and give full play to the strengths of Hong Kong and Macao——

Coordinated development has been strengthened

"I'm now leading a delegation overseas to introduce not only Hong Kong, but the entire Greater Bay Area." In May this year, Chairman of the Hong Kong Trade Development Council, Mr Peter Lam Kin-ngok, led a delegation to visit Zhuhai, Guangzhou, Shenzhen and other mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area for a three-day visit. After personally experiencing the huge potential and infinite charm of cooperation in the Greater Bay Area, Lin Jianyue couldn't help but sigh like this.

With the full resumption of people-to-people exchanges between the Mainland, Hong Kong and Macao at the beginning of this year, the flow of people and goods in the Guangdong-Hong Kong-Macao Greater Bay Area has become increasingly prosperous. Over the past year, Guangdong-Hong Kong-Macao cooperation has deepened, and the development of the Greater Bay Area has ushered in an "acceleration period".

Shenzhen-Hong Kong co-operation has become closer. In August this year, the State Council issued the "Development Plan for the Shenzhen Park of the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone in the Hetao", which accelerated the gathering of scientific and technological innovation resources in the Hetao area, and the "Quantum Valley", "Bay Area Core Valley", biomedicine, big data and artificial intelligence and other scientific and technological innovation clusters were initially formed. In September, the Shenzhen branch of the Hong Kong Science Park opened, and the first batch of 8 Hong Kong I&T institutions, enterprises and service platforms settled in, becoming a new starting point for innovation and technology cooperation between Shenzhen and Hong Kong. In December, the first batch of 9 Hong Kong civil servants came to Shenzhen for about three months of exchange and cooperation, marking a new stage of in-depth exchanges and cooperation between civil servants from the mainland cities of the Greater Bay Area and the Hong Kong Special Administrative Region.

Hengqin and Macao and Ming will compose a new chapter together. In the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, the scale of the "four new" enterprises in modern finance, high-tech, healthcare, culture, tourism, convention and exhibition, commerce and trade has continued to expand, and "Macao R&D + Hengqin transformation" has gradually become normal, injecting new impetus into Macao's moderate economic diversification and high-quality development. As of the third quarter of this year, there were more than 5,5 market entities and more than 1,6 enterprises in the "four new" industries in the Hengqin In-depth Cooperation Zone, a year-on-year increase of 1.8% and 10.2% respectively.

On 12 December, the National Development and Reform Commission (NDRC) released the Overall Development Plan for the Guangdong-Macao In-Depth Cooperation Zone in Hengqin and the Overall Development Plan for the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, pressing the "fast-forward button" for the development and opening up of major cooperation platforms in the Guangdong-Hong Kong-Macao Greater Bay Area.

"Under the 'one country, two systems' principle, Hong Kong has the unique advantage of 'relying on the motherland and connecting with the world', and is fully aligned with national strategies such as the development of the Greater Bay Area." The Chief Executive of the Hong Kong Special Administrative Region, John Lee, said that Hong Kong is rolling out a number of key measures to comprehensively enhance the high-level cooperation between cities in the Greater Bay Area, including the development of the Northern Metropolis, where Hong Kong and Shenzhen and other cities in the Greater Bay Area are deeply connected in planning. "Hong Kong will give full play to its role as a two-way platform for 'bringing in and going out', and contribute to the needs of the country with Hong Kong's strengths." Li Jiachao said.

"The Guangdong-Macao In-Depth Cooperation Zone in Hengqin is an important platform for Macao to participate in the development of the Guangdong-Hong Kong-Macao Greater Bay Area and integrate into the country's development." The Chief Executive of the Macao Special Administrative Region, Ho Iat Seng, said that the Macao SAR Government will continue to work closely with the Guangdong Provincial Government, focus on the original intention of creating conditions for the diversified development of Macao's industries, make good use of the advantages of the "one country, two systems" system, give full play to Macao's own advantages and characteristics, continuously improve the new system of extensive consultation, joint construction, joint management and sharing, and make greater efforts to promote the high-quality construction of the cooperation zone.

"Hard connection" of infrastructure, "soft connection" of rules and mechanisms——

Convergence and development are accelerating

In October this year, the Hong Kong-Zhuhai-Macao Bridge celebrated its fifth anniversary. As the "golden channel" for the interconnection of the Guangdong-Hong Kong-Macao Greater Bay Area, the Hong Kong-Zhuhai-Macao Bridge has accumulated 10 million passengers and 5.5 million vehicles in the past five years, and the total import and export value of the bridge port has reached 3600.750 billion yuan. Especially since the implementation of the policy of "Macao cars going north" on January 7187 and "Hong Kong cars going north" on July 5 this year, there have been more than one million single-plate vehicles in Hong Kong and Macao.

The Hong Kong-Zhuhai-Macao Bridge, Guangzhou-Shenzhen-Hong Kong high-speed rail, Nansha Bridge, Guangzhou-Shantou high-speed rail and other infrastructure are "hard connected", so that the transportation connectivity of the Greater Bay Area continues to advance; The implementation of the "Flying via Zhuhai-Hong Kong" on December 12 has enabled mainland passengers to directly connect with Hong Kong Airport by land....The construction of the "Greater Bay Area on the Rails" and world-class airport clusters has been accelerated, and the convenient and accessible transportation network has accelerated the integrated development of the Greater Bay Area.

While the "hard connectivity" of infrastructure is becoming more and more complete, the Greater Bay Area is also continuing to deepen the "soft connectivity" of rules and mechanisms. In April this year, Guangdong, Hong Kong and Macao jointly announced 4 "Bay Area Standards" in Shenzhen, covering 110 fields such as food, Cantonese cuisine, traditional Chinese medicine, transportation, elderly care and logistics, so that "integration" can truly enter residents' lives. Among them, 25 items are in the category of accelerating infrastructure connectivity, 14 items are in the category of building a modern industrial system with international competitiveness, and 16 items are in the category of building a high-quality living circle that is suitable for living, working and traveling. From Cantonese moon cakes, Cantonese tangerine peels, and traditional herbal teas, to building sustainability indexes, and food cold chain emergency distribution specifications, there are now unified standards.

With the joint promotion of Guangdong, Hong Kong and Macao, Hong Kong and Macao residents have been enjoying better and more convenient public services in the Greater Bay Area since the beginning of this year. The "Guangdong-Macao Social Security One-Window Connect" has been put into use, allowing Macao residents to apply for Macao social security services across the border in Hengqin; Guangdong and Hong Kong have set up special service windows for cross-border services, and the two places have launched the first batch of more than 50 cross-border government services to further enhance the convenience of cross-border services for enterprises. The "Hong Kong-Macao Medicines and Medical Devices Connect" policy has been extended to 19 designated medical institutions in Shenzhen, Guangzhou, Zhuhai and Zhongshan, making it more convenient for Hong Kong people to seek medical treatment in the Mainland. Hong Kong and Guangdong signed a letter of intent to expand the "Guangdong Residential Care Services Scheme", and the elderly in Hong Kong can choose to retire in the Mainland...

"These measures have allowed residents and enterprises in Guangdong and Hong Kong to bid farewell to 'running in two places and turning back' in handling government services, and we have all become beneficiaries." Chen Zhiming, a Hong Kong resident who has developed in Guangzhou, lamented that these convenient services are accessible and felt by ordinary people, making the interconnection of the Greater Bay Area a reality. With these "soft connectivity", Hong Kong and Macao enterprises also clearly feel that the investment and development in the mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area are smoother.

From the "hard connection" of infrastructure, to the "soft connection" of rules and mechanisms, and then to the "heart-to-heart connection" of residents in the Greater Bay Area, a more convenient business environment and a better quality of life circle are attracting visitors from all over the world to study, work, live, innovate and start businesses in the Guangdong Xi-Hong Kong-Macao Greater Bay Area, effectively promoting the high-quality development of the Greater Bay Area. "The Guangdong-Hong Kong-Macao Greater Bay Area continues to break down barriers and promote the convergence of rules and the circulation of factors, which is particularly important for the coordinated development of Guangdong, Hong Kong and Macao." Chung Yongxi, chief representative of Chinese mainland of the Hong Kong Trade Development Council, said.

Young people grow into talents and write wonderful lives——

The stage of chasing dreams is increased

On the 8th floor of the Hengqin Headquarters Building, the joint venture law firm of Renhe Kai Bang Hin Fai (Hengqin), looking out of the window next to the desk of Macau lawyer Wong King Hei, Hengqin is on the left and Macao is on the right, and the scene of the integration of Hengqin and Macao is in full view. Born into a family of lawyers, he not only passed the Guangdong-Hong Kong-Macao Greater Bay Area Lawyer Professional Examination and obtained the qualification to practice in the Mainland, but also was one of the first batch of Hong Kong and Macao arbitrators in the Cooperation Zone. "More than 50 of the firm's more than 10 people are Macau lawyers." Huang Jingxi said that it only takes half an hour's drive to return to his home in Macao from Hengqin, which greatly facilitates the practice of Macao lawyers in Hengqin.

Not only employment, but also in the vast world of the Greater Bay Area, the "fertile soil" for innovation and entrepreneurship has been accelerated, creating a big stage for young people in Guangdong, Hong Kong and Macao to pursue their dreams.

On November 11, the Qianhai Shenzhen-Hong Kong Youth DreamWorks North District (Phase II) project was officially completed, and the "Dream Realization Acceleration Zone" for Guangdong-Hong Kong-Macao youths was further expanded. From the Qianhai Shenzhen-Hong Kong Youth DreamWorks in Shenzhen, to the Guangdong-Hong Kong-Macao (International) Youth Innovation Workshop in Nansha, Guangzhou, from the Hengqin-Macao Youth Entrepreneurship Valley in Zhuhai, to the Hong Kong and Macao Youth Entrepreneurship Incubation Base in Foshan... Each innovation and entrepreneurship base has incubated entrepreneurial plans and the youth dreams of young people in the Greater Bay Area. According to the data, the Pearl River Delta Hong Kong and Macao Youth Innovation and Entrepreneurship Base has incubated about 8,4000 Hong Kong and Macao projects and absorbed about 5500,<> Hong Kong and Macao youths into employment, making the Greater Bay Area a hot spot for Hong Kong and Macao youth innovation and entrepreneurship.

"Our company was established in Hong Kong and now our headquarters has moved to Qianhai DreamWorks in Shenzhen. The comfortable office environment here brings us a steady stream of creative inspiration. Zhou Jie, founder of Qianhai Theme Party Culture (Shenzhen) Co., Ltd., said.

Nowadays, more and more young people from Hong Kong and Macao have realised that the Guangdong-Hong Kong-Macao Greater Bay Area has great potential for development, and that joining the Greater Bay Area will have better development prospects. According to a survey released by the Hong Kong United Youth Association this year, 65.5% of the respondents agreed that the Greater Bay Area brings opportunities for career development, and 71.3% are willing to work or develop their careers in the Mainland. Guangdong's "<> Enterprises and <>,<> Talents" Xi Programme, "Greater Bay Area Workplace Mentor Programme", "Macao Youth Xi Programme" and "Greater Bay Area University Students' Employment Xi Double Selection Meeting" have all been warmly welcomed by Hong Kong and Macao youths.

According to Lee, in order to help Hong Kong young people start their own businesses in the Greater Bay Area, the Hong Kong SAR Government has launched the "Youth Entrepreneurship Funding Scheme" and the "Innovation and Entrepreneurship Base Experience Funding Scheme", which have successfully cultivated more than 200 young start-up teams, many of which have settled in the mainland cities of the Greater Bay Area. Next, the Hong Kong SAR Government will also set up the "Hong Kong Youth Innovation and Entrepreneurship Base Alliance in the Greater Bay Area", inviting universities, non-governmental organizations, venture capital funds, etc. to join.
