Medvedev noted that the document allows Kiev to conclude agreements with countries on the supply of weapons, the training of the military and the financing of military programs, as well as the creation of military bases.

"And here the question is how they will interpret Article 5 of the Washington Treaty. In other words, when Russia strikes at such a base (and this will inevitably happen, since the military personnel of the base specially came to fight against us), will the countries of the alliance be ready for a collective response to our country for the destruction of the base created by one of the NATO countries?"
