Wang Shengwan said that major water conservancy projects have the advantages of absorbing large investment, long industrial chains, and creating more jobs, and are an important means to promote stable growth and employment. Since the beginning of this year, the Ministry of Water Resources has anchored the national water network construction target and adopted a series of effective measures to accelerate the construction of the project. Major water conservancy projects are progressing smoothly, the quality and safety are generally controllable, and they have played a positive role in ensuring water security in river basins and regions. As of the end of November, a total investment of 11.1209 billion yuan has been completed in major water conservancy projects, and the investment completion rate has reached 3.86%. Specifically:

First, the construction of a number of projects has been accelerated. Forty-three major projects, including the Guangxi Water Resources Allocation Project around the Beibu Gulf, the Yaojiaping Water Conservancy Project in Hubei Province, the Fenghuangshan Reservoir in Anhui Province, the Xiong'an Trunk Canal Project in Hebei Province, the Tengchong Large-scale Irrigation Area Project in Yunnan Province, the Kinmen Water Supply and Water Source Guarantee Project in Fujian Province, and the Anqing River Section Treatment Project of the Yangtze River in Anhui Province started construction. These projects are distributed in more than 43 provinces (autonomous regions and municipalities directly under the central government) and will play a role in flood control, water supply, irrigation, ecology and other aspects.

Second, a number of projects have achieved important node goals. Xinjiang Kurgan Water Conservancy Hub and Sichuan Qingyukou Reservoir have achieved flow interception, Heilongjiang Guanmenzuizi Reservoir and Guizhou Fengshan Reservoir dam have been capped, Heilongjiang Geshan Reservoir, Zhejiang Zhuxi Reservoir and Hainan Tianjiaotan Water Conservancy Hub have been stored in the lower gates, the second phase of Gansu Water Supply has been opened to water, and the Qinghai Reservoir Gorge Water Conservancy Hub and Hubei Province Nianpanshan Water Conservancy and Hydropower Hub have been put into operation for power generation.

Third, the benefits of a number of projects have been brought into full play. The Anhui River Diversion Project has been opened to water and navigation, and the work of testing and diverting water across the line is being accelerated.

Shaanxi Hanjiwei Water Conservancy Project Golden Gorge Water Conservancy Hub Lower Gate Water Storage, Qinling Water Conveyance Tunnel and Huangchigou Water Distribution Hub completed the completion of water, successfully achieved the goal of early water supply to Xi'an City, the project entered the stage of comprehensive trial operation, and realized the clear flow of the Han River through the Qinling Mountains to moisten the land of Qinchuan.

The second phase of the Qinghai Dajihuang West Trunk Canal and the North Trunk Canal has been put into trial operation, and together with the four previously completed projects, including the main water diversion canal and the first phase of the North Trunk Canal, the Dajihuang diversion project can gradually bring full play to its comprehensive benefits and further ensure the drinking water safety of 4 million people of all ethnic groups in eastern Qinghai.

The Datengxia Water Conservancy Project in Guangxi has been completed one after another, and the improvement project of the clear water inlet river channel in Tiaoxi, Zhejiang Province has completed the completion and acceptance, and has been transferred to the operation and management stage, which will give full play to the benefits of the project.

Wang Shengwan also said that in the next step, the Ministry of Water Resources will adhere to the principle of seeking progress while maintaining stability, conscientiously implement the "Outline of the National Water Network Construction Plan", vigorously, orderly and effectively promote the construction of major water conservancy projects, and make new and greater contributions to building a modern water conservancy infrastructure system and accelerating the high-quality development of water conservancy in the new stage.
