The Telegraph newspaper writes about this with reference to a confidential document of the German authorities.
"Military support for Ukraine can be provided through financial contributions ... in the EPF or in the form of direct deliveries of military equipment to Ukraine," the document says.
The document also emphasizes that the supply of military equipment should be fully counted as part of military assistance by EU countries.
Earlier, Hungarian Prime Minister Viktor Orban made a proposal to use funds to finance Ukraine not from the budget of the European Union, but from a separate fund.
