Putin said that in the near future he will sign a presidential decree approving a new version of the national strategy for the development of artificial intelligence. Given the rapid development of technology, the document will make a series of significant changes to concretize the goals and tasks, starting with expanding basic and applied research in the field of generative AI and large language models.

Putin asked the government, the Artificial Intelligence Alliance and the Russian Academy of Sciences to develop a mechanism to ensure that Russian scientists have access to existing and ongoing supercomputers in Russia. Special preferential policies for the use of computing infrastructure are provided to university students engaged in scientific research and practical activities in the field of artificial intelligence. He said that the existing computing power of Russian supercomputers should be increased by at least an order of magnitude, which is essential for the further development of generative AI.

Putin said that it is necessary to vigorously train scientific research talents in the field of artificial intelligence. In particular, leading universities in the field of artificial intelligence teaching and research will expand master's programs in this field next year, and increase the enrollment rate of students in basic artificial intelligence courses through the federal budget. At the same time, he proposed to consider changing the financing structure of scientific research and allocating more funds for the research and development of generative AI and large language models. Based on this, we will create breakthrough products that are more competitive with the world's leading products, and form new markets and services.
