Chinanews.com, November 11 The Ministry of Emergency Management held a special press conference on November 14 to introduce the progress and effectiveness of the construction of the international cooperation mechanism for natural disaster prevention and emergency management of the "Belt and Road", and released the "Belt and Road" National Disaster Assessment Report. Li Shengli, deputy director of the Department of International Cooperation of the Ministry of Emergency Management, said at the meeting that the surrounding area is the priority direction of the construction of the cooperation mechanism, and the following three aspects of work have been carried out:

First, it is necessary to establish and improve regional cooperation mechanisms. Establish the mechanism of the China-ASEAN Ministerial Meeting on Disaster Management, build a China-ASEAN earthquake and tsunami monitoring and early warning system, and jointly compile disaster management guidance documents such as the ASEAN Disaster Resilience Outlook. We will strengthen cooperation in emergency management within the framework of the Shanghai Cooperation Organization, build a SCO multilateral cooperation and emergency information sharing system, and establish a China-Shanghai Cooperation Organization Cooperation Center for Emergency Medicine. China has promoted the establishment of a China-Pacific Island Countries Disaster Management Cooperation Mechanism, and the China-Pacific Island Countries Cooperation Center for Disaster Defense and Mitigation has been included in the concept paper of the Global Security Initiative and has become an excellent case. Promote the establishment of the Lancang-Mekong Disaster Management Cooperation Mechanism and the China-Central Asia Emergency Management Cooperation Mechanism.

Second, we will continue to intensify practical cooperation. In the prevention and control of natural disasters, we will increase support for neighboring countries. We have carried out cooperation in earthquake disaster reduction, helped Laos, Myanmar, Pakistan, Indonesia, Nepal and other countries build seismic monitoring stations, and carried out seismic safety assessments for major projects such as the China-Myanmar oil and gas pipeline. In terms of work safety, we assisted Laos in formulating a work safety law and gradually promoted "soft connectivity" with neighboring countries in the field of emergency management policies, rules and standards. In terms of emergency rescue, last year we organized a team of experts from the Chinese government to visit Pakistan to provide guidance on flood prevention and disaster reduction. In March this year, after Vanuatu was hit by a tropical cyclone, it gave full play to the role of the China-Pacific Islands Disaster Defense and Mitigation Cooperation Center and provided Vanuatu with 3,3 square meters of iron tin watts, 3,20 solar lanterns, and 600 tons of rice and other foodstuffs. Not long ago, when an earthquake struck Nepal, our ministry urgently coordinated the allocation of 4600 tents, <>,<> blankets and other central disaster relief reserve materials to support emergency humanitarian assistance to Nepal.

The third is to continue to strengthen joint prevention and control in the surrounding areas. Promote the establishment of joint prevention and control mechanisms for forest and grassland fires in border areas with Mongolia, Myanmar, Russia, Kazakhstan and other countries, jointly improve fire prevention and extinguishing capabilities, improve the efficiency of joint response actions for border fire prevention, reduce the threat of cross-border forest and grassland fires to China, maintain the safety of people's lives and property and the ecological environment in border areas, and serve the cooperation and development of border areas. In May this year, Mongolia used this mechanism for the first time to inform China of border fires, and the two sides cooperated to extinguish them in a timely manner. China and Russia have established a flood notification channel for the border river between China and Russia, and exchanged flood monitoring and early warning information to reduce the adverse impact of cross-border floods on China.

Li Shengli stressed that in the next step, our ministry will conscientiously implement President Xi Jinping's concept of amity, sincerity, benevolence and tolerance of neighboring diplomacy, use the cooperation mechanism as a platform, focus on more projects that are "small but beautiful, benefit people's livelihood, and achieve quick results", work together to improve the level of emergency management and disaster prevention, mitigation and relief, effectively safeguard the safety of people's lives and property in the region, and make new contributions to emergency management to build a community with a shared future in the surrounding areas.
