"We are compelled to draw attention to France's blatant non-compliance with its obligations regarding the issuance of visas to representatives of Russia traveling to this country to participate in the work of UNESCO's governing bodies," the statement said.

According to the ministry, the executive secretary of the Russian Commission for UNESCO, Tatyana Dovgalenko, could not take part in the meeting of the National Commissions of UNESCO member states.

As the Foreign Ministry emphasized, France is engaged in arbitrariness without regard to the current international legal norms.

In October, the U.S. denied visas to two Russian representatives to attend consultations of the "nuclear five" at the United Nations in New York.
